With the increasing number of cars in China, cars are restricted more and more frequently. A few days ago, Beijing has issued new rules on car entry permits, which have been called "the strictest in history", and have begun to be implemented.

After the implementation of the new rules, one out of every seven cars in Beijing can only drive outside the sixth Ring Road for more than 280 days a year. According to the current number of motor vehicles in Beijing, about 1 million non-local license plates will be restricted by the new rules.

According to the Beijing Municipal Circular on Traffic Management measures for some passenger cars (hereinafter referred to as the Circular), the measures implemented on November 1, 2019 are called "the strictest in history". Because compared with the previous restrictions on foreign license plates, there are four major changes.

Change one: the restricted area is further expanded. Starting from November 1, 2019, the restricted area of the non-local license plate will be expanded from the Beijing Fifth Ring Road to the Beijing sixth Ring Road, and Tongzhou, the deputy administrative center of Beijing, will be divided into restricted areas.

Change 2: the paper entry permit must be clearly stated. There are two ways to apply for a Beijing entry permit, one is the on-site processing at the high-speed service point, and the other is through the "Beijing Traffic Police APP" online. After the implementation of the new rules, the Beijing entry permit handled by the mobile phone must be printed into a paper version and placed on the lower left side of the front windshield.

Change 3: the number of days per year in Beijing will be limited. Each non-local license plate vehicle can apply for a Beijing entry permit up to 12 times a year, each time valid for a maximum of 7 days, so it can drive a maximum of 84 days a year, accounting for 23% of the total number of days in the year. According to the relevant responsible person of the Beijing Municipal Commission of Communications, according to the actual needs, you can not only bid continuously, but also bid monthly or irregularly. After the implementation of the new policy on November 1, the remaining 61 days in 2019 will only account for this year's quota, which can be understood as a "buffer" and will enter a new counting cycle on January 1 next year.

Change 4: in the restricted area, you can't just park or drive. If you fail to apply for a Beijing entry permit or the Beijing entry permit exceeds the validity period, and the urban roads above the grade of the branch road are parked within the traffic restrictions, the number of days in which the Beijing entry permit may be processed in the current year shall be deducted accordingly according to the number of days of parking.

According to the explanation of the Beijing Municipal Commission of Communications, vehicles without certificates can be parked in parking spaces in their own residential areas or in public parking lots off the road, which will not deduct the number of days, but they still need to apply for a pass to enter Beijing if they are on the road again, otherwise they will be punished accordingly. In addition, after the Beijing entry permit for non-local vehicles expires, if parked in an off-road parking lot, the valid days for reissuing the permit will not be reduced, nor will it be punished.
