According to the latest data from the China Automobile Association, from January to October, domestic automobile production and sales completed 20.444 million and 20.652 million respectively, with production and sales down 10.4% and 9.7% respectively compared with the same period last year. Among them, sales of new energy vehicles have declined for four consecutive months, falling by as much as 45.6% in October and may be negative for the whole year. The market of traditional cars and new energy vehicles is weak, and the whole industry is facing great challenges.

At the press conference of the National Development and Reform Commission on the 15th, Meng Wei, spokesman for the National Development and Reform Commission, put forward three major measures aimed at macroeconomic operation: first, actively develop a new model of consumption new business type to promote new consumption through industrial integration; second, effectively stabilize consumption in traditional areas, stabilize the bulk of consumption such as cars, and vigorously promote renewed consumption; third, vigorously improve the consumption environment and comply with the trend of upgrading residents' consumption.

In "stabilizing the majority of consumption such as cars," Meng Wei pointed out that it is necessary to break car consumption restrictions, explore specific measures to gradually relax or abolish purchase restrictions, and promote the transformation of car purchase restrictions to guiding use policies.

For a long time, in order to solve the problems of traffic congestion and alleviate the urban environment, some first-and second-tier cities have implemented car purchase restrictions, resulting in the restriction of car consumption power. Once the backlog of car demand is released, it will significantly improve car sales. In August this year, the General Office of the State Council issued the "opinions on speeding up the Development of Circulation to promote Commercial consumption", which was defined as "releasing the potential of automobile consumption".

In view of the release of automobile consumption potential, the document of the State Council said: areas that implement automobile purchase restrictions should explore specific measures to gradually relax or abolish automobile purchase restrictions in the light of the actual situation; where possible, they will give active support to the purchase of new energy vehicles. We will promote the circulation of second-hand cars, further implement the policy of abolishing restrictions on the relocation of used cars, and allow second-hand cars that meet the emission standards for in-use vehicles to be traded and circulated in the province (city) in key areas for the prevention and control of air pollution.

As early as June this year, the three departments of the National Development and Reform Commission, the Ministry of Commerce, and the Ministry of Ecology and Environment have issued relevant implementation plans, requiring all localities to strictly prohibit the introduction of new car purchase restrictions. local governments that have implemented car purchase restrictions should accelerate the shift from restricted purchase to guided use according to the effect of urban traffic congestion, pollution control, and traffic demand control. In addition, it is required that all localities shall not impose traffic restrictions or purchase restrictions on new energy vehicles, and those that have already been implemented should be abolished.

Dong Yang, former executive vice president of the China Automobile Association, strongly called on cities such as Beijing to quickly relax the purchase limit for electric vehicles in accordance with the repeated orders of the State Council. to ease the downward trend of new energy vehicle sales caused by the overall market weakness and drastic policy changes.

In order to promote automobile consumers, Guangdong has taken specific measures. Guangzhou will add 100000 license plate indicators by the end of 2020, while Shenzhen will increase by 40, 000. In addition, Guangzhou added an additional lottery in September, distributing a total of 10000 incremental indicators.

The gradual relaxation and abolition of purchase restrictions, coupled with policy support for purchase, may be able to further release the suppressed purchasing power and promote car consumption. However, the following problems such as traffic congestion, difficulty in parking and the cost of using cars are also important factors that further restrict consumers from buying new cars.
