In recent years, the new energy vehicle industry in China has developed rapidly, and the number of new energy vehicles in the country has exceeded 2.6 million, but the safety problems of new energy vehicles occur frequently and attract much attention. In order to protect the personal and property safety of the people and promote the healthy development of the Xineng automobile industry, according to the regulations on the recall of defective Automobile products (hereinafter referred to as the regulations) and the measures for the implementation of the regulations on the recall of defective Automobile products (hereinafter referred to as the measures for implementation), the matters related to further strengthening the recall management of new energy automobile products are hereby notified as follows: 1. Relevant producers (including enterprises lawfully established in China that produce automotive products and issue product certificates in their name, as well as enterprises that import automotive products from outside China and sell them in China) that traffic collisions, fires and other related accidents have occurred in the Chinese market of new energy vehicles produced, sold or imported by them shall immediately organize investigation and analysis in accordance with Article 12 of the regulations. And report the results of the investigation and analysis to the General Administration of Market Supervision (quality Development Bureau). From January 1, 2018 to the fire and other accidents that occurred before the issuance of this notice, the relevant producers shall investigate and analyze the causes of the accidents one by one, and submit an analysis report before April 30, 2019. 2. If the producers of parts and components such as power batteries, motors and electronic control systems are informed of the possible defects of new energy vehicles, they shall, in accordance with Article 13 of the measures for implementation, report to the General Administration of Market Supervision (quality Development Bureau) and notify the producers. At the same time, cooperate with defect investigation, recall implementation and other related work. Third, the producers of new energy vehicles should, in accordance with the requirements of the regulations and the measures for implementation, establish and improve the traceability information management system of new energy vehicles and implement the main responsibility for product safety. If defects are found through investigation and analysis, the production, sale and import of defective automobile products shall be stopped immediately, and the recall shall be carried out. 4. When relevant associations, scientific research institutions, testing and appraisal institutions, and other units are informed of defects and illegal acts related to the safety of new energy vehicles, they shall promptly report to the General Administration of Market Supervision (quality Development Bureau). The General Administration of Market Supervision will organize relevant units to strengthen safety research on new energy vehicles, establish an in-depth investigation and analysis mechanism for fire accidents of new energy vehicles, analyze and evaluate relevant complaints and accident information in a timely manner, organize defect technical consultation and investigation, defect determination and recall effect evaluation. At the same time, we will strengthen the supervision of the recall of new energy vehicles and the investigation of violations of laws and regulations, and strengthen communication, cooperation and information sharing with relevant departments. Those who find illegal and illegal acts such as failing to file relevant information or recall plan, failing to cooperate with defect investigation, concealing defects and failing to carry out recall in accordance with the recall plan already on record shall be dealt with in strict accordance with the law.
