At that time, Xie Dongying, former chief financial officer of Xilai, said that in the third quarter, the number of employees of Xilai will be reduced to 7800 from 9800 at the beginning of the year, and further layoffs are planned through the break-up and restructuring of the department before the end of the year. It is worth noting that this is the third layoff this year, with 70 and 62 layoffs in May and September this year, respectively.

In November, Xilai announced a partnership with Mobileye, Intel's self-driving unit, and said it would build a car with an autopilot system designed by Mobileye, which would be responsible for vehicle-level self-driving system development, integration and mass production.

Joanne Yamani, head of communications for North America, said that the company had shrunk its vehicle engineering and electric transmission divisions, and that the layoffs were mainly for the self-driving team, related to the previously announced partnership with Intel's self-driving team, Mobileye. Yamani said the work was still under way. But now it can rely more on Mobileye, so NIO sees an opportunity to continue cutting costs around the world, including more jobs in the United States.

The main reason for the cost-cutting of Xilai is the miscalculation of its performance in China this year.
