AutoBeta(AutoBeta.net)01/11 Report--
With the rapid development of electric vehicles in recent years, a kind of low-speed electric four-wheeled vehicle has also emerged. because this kind of model still has no specific restrictions, it has become the first choice for many elderly people without a driver's license, so it is called "elderly walker". However, the hidden danger brought by this kind of unrestricted scooter is constantly expanding, and it is urgent to rectify it.
In this regard, at the third session of the 13th Beijing Municipal Committee of the Chinese people's political Consultative Conference, which opened on January 10, a number of members put forward relevant proposals to speed up the introduction of management measures for the elderly.
Substitute vehicles do bring a lot of convenience to the elderly. In an era when there is no scooter, the elderly can only travel by public transport because they do not have a driver's license, but because the elderly only buy vegetables and pick up children, compared with public transport, daily walkers can go as soon as they can, and they are not afraid of wind and rain.
Although it is convenient to travel, there are also many safety risks caused by this type of vehicle. According to data, there have been 830000 low-speed electric vehicle accidents in the past five years, resulting in 18000 deaths and 186000 injuries, and the figure is still expanding.
Compared with the issue of travel convenience and safety, in early November 2018, the Ministry of Industry and Information Technology, the National Development and Reform Commission and other six ministries jointly issued the Circular on strengthening the Management of low-speed Electric vehicles, requiring local organizations to carry out the clean-up and rectification of low-speed electric vehicles, strictly prohibit new production capacity of low-speed electric vehicles, and strengthen the standardized management of low-speed electric vehicles. But there are still many elderly people who travel with a fluke mentality. To this end, CPPCC member Guo Caiyun put forward two points on the management methods: first, the source management of elderly scooters should be further standardized, and market departments should step up strict investigation and management to ensure that only vehicles that meet the requirements are allowed to hit the road. avoid substandard products entering the market and causing harm. Second, we should speed up the introduction of regulations on the use of vehicles by the elderly, clarify the penalties for violations by the elderly, and require licensed use. At the same time, the unified registration of vehicles can be realized to prevent unqualified vehicles from being on the road.
The problem of the regulation of walking vehicles for the elderly has always been a matter of social concern and controversy. Many netizens think that we can take step-by-step rectification and reform of the elderly walking model, and the elderly walking car can not be banned directly all at once. However, there are also netizens who think that scooters should be prohibited. the elderly have a weak understanding of the transportation system, and they often ignore the system because they are old, and their physical condition is not very good, and they may endanger their lives if something goes wrong, so it is better to prohibit it for the sake of their own safety and that of others.
The reason why there are more and more elderly walkers is that they are convenient, but there are no rules. With more and more cars on the road today, the senile scooter with no scruples will only cause more traffic accidents. If it is not easy to learn because the elderly are old, you can lower the test standards, but at least understand and know how to observe.
