In an era when there is no scooter, the elderly can only travel by public transport because they do not have a driver's license, but because the elderly only buy vegetables and pick up children, compared with public transport, daily walkers can go as soon as they can, and they are not afraid of wind and rain.

Although it is convenient to travel, there are also many safety risks caused by this type of vehicle. According to data, there have been 830000 low-speed electric vehicle accidents in the past five years, resulting in 18000 deaths and 186000 injuries, and the figure is still expanding.

Compared with the issue of travel convenience and safety, in early November 2018, the Ministry of Industry and Information Technology, the National Development and Reform Commission and other six ministries jointly issued the Circular on strengthening the Management of low-speed Electric vehicles, requiring local organizations to carry out the clean-up and rectification of low-speed electric vehicles, strictly prohibit new production capacity of low-speed electric vehicles, and strengthen the standardized management of low-speed electric vehicles. But there are still many elderly people who travel with a fluke mentality. To this end, CPPCC member Guo Caiyun put forward two points on the management methods: first, the source management of elderly scooters should be further standardized, and market departments should step up strict investigation and management to ensure that only vehicles that meet the requirements are allowed to hit the road. avoid substandard products entering the market and causing harm. Second, we should speed up the introduction of regulations on the use of vehicles by the elderly, clarify the penalties for violations by the elderly, and require licensed use. At the same time, the unified registration of vehicles can be realized to prevent unqualified vehicles from being on the road.

The problem of the regulation of walking vehicles for the elderly has always been a matter of social concern and controversy.
