Recently, some media reported that "the implementation of the sixth national emission may be postponed nationwide". Chen Shihua, deputy secretary general of the China Automobile Association, said that a proposal to "postpone the implementation of the sixth national emission standard" had indeed been submitted, but the relevant state departments were still meeting to study the matter. It is not known whether it will be adopted or not, and the final result will depend on the official release.

"Pollutant and Measurement methods of Light vehicles (China Phase 6)" is known as "the strictest emission standard in history". There are two stages: national 6a and national 6b, which are scheduled to be implemented in 2020 and 2023 respectively. Its China 6a phase will be officially listed in July this year, and light vehicles with sales and registration should meet the restrictions of national 6a.

In fact, as early as July last year, many cities had already implemented the national six-an emission standard ahead of schedule, including Shanghai, Guangzhou, Shenzhen, Tianjin, Henan and other provinces. Many automobile mainframe factories also directly chose to transition their automobile products to the national six-b emission standard.

This strict emission standard is bound to cause some pressure on the development of the automobile industry. The iteration of the renewal of emission standards means that the production standards of automotive products will be improved, and the R & D costs and manufacturing costs of automobile manufacturers will also increase, resulting in an increase in the cost of car purchase for consumers. In addition, the implementation of the sixth national standard also led to increased inventory pressure on dealers, even if the promotion of national five models still can not be sold, resulting in the early warning index of dealers for a long time higher than the early warning line.

Under the background that the sixth national standard is about to be fully implemented, coupled with the adverse impact of the epidemic, China's automobile industry has been hit by a new round. According to the China Automobile Association, China's automobile production and sales in January were 1.783 million and 1.941 million respectively, down 24.6% and 18% respectively from the same period last year.

The auto industry's nightmare will be concentrated in February, when retail sales by passenger car manufacturers plunged 92% year-on-year in the first half of February, according to the latest FIFA data. Among them, the rate of decline reached 96% on the 1st-9th, and the decline on the 10th-16th reached 89%. Affected by the epidemic, a number of car companies have announced that they will resume work on February 10, but only half of their employees go to work at the factory. In fact, the rate of return to work is very low. In the hardest-hit areas in Hubei Province, there are a number of parts manufacturers and automakers, according to the Hubei provincial government, "major enterprises must not start work as early as February 10." this means that the production and sales of auto parts manufacturers and automakers will decline sharply in February. In addition, dealer stores due to the lack of long-term anti-Japanese marketing activities, resulting in a sharp decline in sales.

In order to promote automobile consumption and alleviate the impact of the epidemic in the car market. Wang Bin, deputy director of the Market Operation Department of the Ministry of Commerce, said that the Ministry of Commerce, together with relevant departments, studied and introduced policies and measures to further stabilize automobile consumption to reduce the impact of the epidemic on automobile consumption. At the same time, all localities are encouraged to introduce measures to promote the consumption of new energy vehicles, increase the purchase restrictions on traditional vehicles, and trade in old cars for new ones in accordance with local conditions, so as to promote automobile consumption.

Guangdong Province has issued a number of policies and measures for further stabilizing and promoting Employment in Guangdong Province, which proposes to promote prefectures and cities with conditions to introduce subsidies for the scrapping and renewal of old cars, and to encourage Guangzhou and Shenzhen to further relax car lottery and auction targets.

Affected by the epidemic, the auto market is still difficult to recover in a short period of time, and it will continue to have a negative impact on auto parts manufacturers, auto manufacturers and car dealers. The proposal of the China Automobile Association to delay the implementation of the sixth year is not an effective strategy in terms of long-term development. However, for the current car market, it may be able to bring some turnaround for car dealers and automakers.

At present, the relevant departments are studying the matter, as to whether to delay the implementation of the sixth National Committee, it still needs to be officially announced.
