Today's world is experiencing great changes not seen in a century, a new round of scientific and technological revolution and industrial change is in the ascendant, smart car has become the strategic direction of the development of the global automobile industry. In order to accelerate the innovation and development of intelligent vehicles, this strategy is formulated.
I. Development trend
Intelligent car means that through the installation of advanced sensors and other devices, the use of artificial intelligence and other new technologies, it has the function of self-driving and gradually becomes a new type of intelligent mobile space and application terminal.
A generation of cars. Intelligent cars are often called intelligent network-connected cars, self-driving cars and so on.

III. Main tasks
(1) to build a collaborative and open intelligent automobile technology innovation system.
1. Break through the key basic technologies. Carry out the research and development of basic forward-looking technologies such as complex system architecture, complex environment perception, intelligent decision control, human-computer interaction and co-driving, vehicle-road interaction, network security and so on. We will focus on breaking through common crossover technologies such as new electronic and electrical architecture, multi-source sensing information fusion perception, new intelligent terminals, intelligent computing platforms, vehicle wireless communication networks, high-precision space-time reference services, intelligent vehicle basic maps, cloud control basic platforms and so on.

6. The development form of innovative industry. We will actively cultivate new business type, such as road intelligent facilities, high-precision space-time reference services, intelligent car basic maps, vehicle networking, network security, intelligent travel, and so on. We will strengthen the application of big data in complex use scenarios of smart cars, focusing on data value-added, travel services, finance and insurance, and other areas to cultivate new business models. Priority will be given to exploring and developing smart car travel services in closed areas.
7. Promote the transformation and application of new technologies. We will jointly tackle key military and civilian problems, speed up the application of Beidou satellite navigation and positioning system and high-resolution earth observation system in related fields of intelligent vehicles, promote the transformation and application of independent intellectual property military technologies such as vehicle electronic control, high-performance chips, laser / millimeter wave radar, MEMS, and inertial navigation systems, and strengthen the development and application of self-driving systems and cloud control basic platforms in the field of national defense and military industry.
(3) to build an advanced and complete intelligent vehicle infrastructure system.
8. Promote the planning and construction of intelligent road infrastructure. Formulate intelligent transportation development plans, build intelligent roads and a new generation of national traffic control network. We will promote the construction of information, intelligence and standardization of road infrastructure in stages and regions. Combined with the commercial deployment of 5G, we will promote the collaborative construction of 5G and vehicle networking. 9. Build a wireless communication network for vehicles with extensive coverage. 10. To build a high-precision time-space benchmark service capacity for vehicles covering the whole country. We will make full use of the existing Beidou satellite navigation and positioning reference station network to promote the building of a national unified high-precision space-time reference service capacity. Strengthen the integration of navigation system and communication system, and build a multi-source navigation platform. Promote the interworking of Beidou communication service and mobile communication network, and establish a vehicle emergency system. Improve the auxiliary Beidou system to provide fast auxiliary positioning services.
11. Build a road traffic geographic information system covering the national road network. Develop a unified intelligent vehicle basic map, establish and improve the geographic information system including road network information, and provide real-time dynamic data services. Make and optimize the model and structure of intelligent vehicle basic map information base. Promote the establishment of intelligent vehicle basic map data and satellite remote sensing image data sharing mechanism. Construct the rapid dynamic update and online service system of road traffic geographic information system.
12. Build the basic platform of national intelligent car big data cloud control. Make full use of existing facilities and data resources to build an intelligent car big data cloud control basic platform. Focus on the development and construction of logical collaborative and physically decentralized cloud computing centers, basic data centers with unified standards and open sharing, and risk-controllable, secure and reliable cloud control basic software. gradually realize the application of basic data fusion in vehicles, infrastructure, traffic environment and other fields.
(4) to construct a systematic and perfect system of regulations and standards for intelligent vehicles.
13. Improve laws and regulations. Carry out the research on legal issues and ethical norms such as the identification of intelligent car "robot driver", responsibility confirmation, network security, data management, etc., and clarify the legal rights, obligations and responsibilities of the relevant subjects. We will promote the introduction of laws and regulations standardizing the testing, access, use and supervision of smart vehicles, and promote the revision and improvement of laws and regulations such as the Road Traffic Safety Law. Improve the laws and regulations on surveying and mapping geographic information.
14. Improve the technical standards. Construct the Chinese standard system of intelligent cars. Focus on the formulation of vehicle key systems, intelligent vehicle basic map, cloud control basic platform, security protection, intelligent infrastructure and other technical standards and specifications, as well as "human-vehicle-road-cloud" system collaborative vehicle wireless communication technical standards and equipment interface specifications. Establish intelligent vehicle grade classification and evaluation criteria, establish intelligent vehicle product certification, operation safety, self-driving ability test standards, improve simulation scene, closed site, semi-open site, public road test methods. Develop standards such as man-machine control conversion, vehicle-road interaction, vehicle-vehicle interaction and event recording, vehicle accident product defect investigation, etc.
15. Promote certification and recognition. Establish and improve the certification and recognition mechanism that combines enterprise self-evaluation, reporting and third-party technical inspection, and build a comprehensive certification service system covering the whole life cycle of intelligent vehicles. Carry out the functional, reliability and safety certification of key software and hardware, and formulate certification norms and rules for different grades of intelligent vehicles. (5) to build a scientific and standardized supervision system of intelligent automobile products.
16. Strengthen the management of vehicle products. We will improve the management regulations on the production, access, sale, inspection, registration and recall of intelligent vehicles. 17. Strengthen the management of vehicle use. (6) to build a comprehensive and efficient intelligent vehicle network security system.
18. Improve the linkage mechanism of safety management. Strictly implement national network security laws and regulations and grade protection, improve the network security management system of intelligent vehicles, establish a safety responsibility system covering key links of the industrial chain, such as automobile manufacturing enterprises, electronic parts suppliers, network operators, and service providers, establish mechanisms such as risk assessment, grade assessment, monitoring and early warning, and emergency response, and carry out network security supervision and inspection on a regular basis.
19. Improve the ability of network security protection. IV. Safeguard measures
(1) to strengthen organization and implementation.
