NIO signed a cooperation framework agreement with Hefei City on Monday, according to the official website of the Hefei City People's Government. According to the agreement, the China headquarters project of NIO Automobile includes the establishment of China headquarters of NIO Automobile in Hefei, the establishment of R & D, sales and production bases, and the establishment of China headquarters operation system centered on Hefei. The project plans to raise 14.5 billion yuan for the company's R & D, market system establishment and operation; at the same time, it plans to build headquarters and R & D base (1 billion yuan) and second production base (1.5 billion yuan).

Before that, NIO had planned to set up its headquarters in Shanghai and build a factory in Shanghai, but because Tesla built a factory in Shanghai and gave priority to production, NIO suspended its plan to build a factory in Shanghai and then moved to Beijing.

In May last year, NIO announced the signing of a framework agreement with Beijing Yizhuang International Investment Development Co., Ltd. According to the agreement, NIO will set up "NIO China" in Beijing, and Yizhuang SDIC will contribute RMB10 billion in cash to "NIO China" to obtain non-controlling shareholders 'interests in "NIO China". In addition to investing 10 billion yuan, Yizhuang SDIC will assist "NIO China" in building or introducing a third party to jointly build NIO China's advanced manufacturing base and produce the company's second-generation platform models.

Until the second half of 2019, there was still no news about the 10 billion yuan investment of Yizhuang State Investment. With the settlement of "Wei Lai China" in Hefei, it means that the investment plan of 10 billion yuan of Yizhuang State Investment has been lost.

At the framework signing ceremony, NIO also announced the official launch of the mass production project of the third model-NIO EC6 in Jianghuai NIO Factory. EC6 is NIO's third production model, positioning electric smart coupe SUV, benchmarking Tesla Model Y, performance version NEDC range up to 615 kilometers. According to the plan, EC6 is expected to announce the price and configuration in July 2020 and start delivery in September.

In fact, NIO, which has no automobile production qualification, has a close relationship with Hefei. NIO's models are manufactured by OEM, and the Jianghuai factory located in Hefei is NIO's production base. On April 6,2016, NIO announced that it had reached a strategic cooperation agreement with Jianghuai. The first mass production model of NIO ES8 would be produced by Jianghuai, and then both parties would jointly build NIO Hefei Factory. Since the delivery of the first new car at Jianghuai NIO Factory in June 2018, NIO has sold a total of 33511 vehicles.

However, affected by the new coronavirus epidemic, NIO sales fell in January. The delivery volume of NIO in January reached 1598 units, of which 1493 units were delivered by ES6 and 105 units by ES8. Since delivery began in June 2018, NIO has delivered 33511 units cumulatively.

In addition, according to the financial report shows, NIO automobile third quarter revenue for RMB 1.8368 billion yuan, Year-on-year growth of 25.0%; Net loss for 2.521 billion yuan, Annulus month-on-month decline 23.3%, Year-on-year decline 10.3%. Although the revenue and loss in the third quarter have improved compared with the second quarter, it is difficult to support the operation of Wei Lai in the next 12 months.

In this case, Wei Lai nearly more than a month of financing news. NIO Automobile announced on the 6th and 14th that it had obtained $100 million convertible bonds, totaling $200 million in financing.

On January 15, it was revealed in the industry that GAC planned to invest 1 billion yuan in NIO. GAC responded that it was indeed discussing financing matters with NIO, but it was only in the preliminary discussion stage, and the maximum investment would not exceed USD 150 million.

On February 17, there were media reports that Geely Automobile, an independent brand, plans to invest 2.1 billion yuan in NIO Automobile, which is expected to be the third largest shareholder of NIO Automobile. Geely said it "does not comment on market rumors", and NIO Auto also responded that "all financing related announcements are the main ones".

However, Geely does have an intention to invest in NIO at present, especially after the failure to acquire Aston Martin, Geely needs new projects to perfect its strategic layout. But it's hard to say whether Geely will vote, and progress is expected when NIO releases its 2019 earnings report in March.

NIO Automobile has said that other financing projects are still in progress and positive progress has been made. Disclosures will be made on the progress of financing projects in accordance with disclosure requirements. The official settlement of NIO China in Hefei can be regarded as a new starting point for NIO Automobile. However, in the current winter season of the automobile market, will the "settled" NIO Automobile in Hefei usher in a new starting point?
