In the "48" measures released this time, Guangzhou will stimulate automobile consumption through three aspects. First of all, in view of the demand for self-driving commuting during the epidemic, we will speed up the implementation of the quota of 100000 new small and medium-sized buses specified in June 2019, and study and launch the new indicators according to the situation. Secondly, from March to the end of December 2020, a comprehensive subsidy of 10,000 yuan per vehicle will be given to individual consumers for the purchase of new energy vehicles in accordance with the principles of encouraging advanced technology, safety and reliability. In addition, in terms of promoting the upgrading of cars, for consumers who replace or scrap used cars, automobile sales enterprises registered in Guangzhou will be given a subsidy of 3000 yuan for each of the new cars of the "sixth National" standard.

Guangzhou is the second city to introduce a policy to encourage automobile consumption after Foshan. Prior to this, the official website of the Foshan Municipal Government released the notice of the Foshan Municipal people's Government Office on the trial implementation of several measures to promote the upgrading of consumption in the automobile market in Foshan, proposing to encourage the consumption of cars with standard displacement in the sixth year of the State, and giving consumers subsidies for buying cars by bicycle ranging from 2000 to 5000 yuan. These car consumption incentives will be formally implemented on March 1.

In addition, on February 20, the Guangdong provincial government proposed to issue a number of policies and measures to further stabilize and promote employment in Guangdong Province, encouraging Guangzhou and Shenzhen to further relax car lottery and auction targets. This means that Guangzhou and Shenzhen are highly likely to relax car lottery and auction targets for the second time since 2019.

Affected by the epidemic, the auto industry ushered in a very difficult period. In January this year, total car sales in China were 1.94 million, down 18% from the same period last year. Of this total, sales of new energy vehicles fell 54 per cent year-on-year to 44000. So far, China's automobile market has declined for 19 consecutive months compared with the same period last year, and new energy vehicles have declined for 7 consecutive months compared with the same period last year.
