Changsha, Hunan Province, has become another city to encourage car consumption.

A few days ago, the Changsha Municipal Development and Reform Commission issued a new policy to promote automobile consumption. Consumers buy vehicles produced by SAIC-Volkswagen Changsha plant, Changsha BYD, Guangzhou Auto-Mitsubishi, Guangzhou Auto Fick, Hunan Cheetah and other car companies at designated dealerships. If they are licensed and settled in Changsha, they can get an one-time subsidy of 3% of the naked car price, with a maximum subsidy of no more than 3000 yuan per car.

This policy will be implemented within a deadline, starting on March 11 and ending on June 30.

Changsha Development and Reform Commission said that this policy was issued in accordance with the "implementation opinions on promoting consumption expansion, upgrading and quality to Speed up the formation of a strong domestic Market" jointly issued by the National Development and Reform Commission, and combined with the actual situation of Changsha automobile industry. It not only conforms to the trend of residents' consumption upgrading, speeds up the improvement of consumption system and mechanism, and helps to form a strong domestic market. At the same time, it can effectively reduce the impact of COVID-19 epidemic on Changsha automobile market and promote the stable and healthy development of automobile consumer market.

On March 13, 23 departments, including the National Development and Reform Commission, the Ministry of Public Security and the Ministry of Finance, jointly issued the implementation opinions on promoting consumption expansion and quality improvement to speed up the formation of a strong domestic market, which put forward that it is necessary to "promote the change from car purchase restrictions to guiding use policies. We will encourage areas where car purchases are restricted to appropriately increase the limit of car license plates."

The new policy of promoting automobile consumption by the Changsha Municipal Development and Reform Commission is also a policy to encourage citizens to buy vehicles produced by local car companies. At present, there are 146 automobile and spare parts supporting enterprises in Changsha, such as SAIC Volkswagen, Changsha BYD, Guangzhou Automobile Mitsubishi, Guangzhou Auto Fick, Bosch Automobile and Sumitomo Rubber, concentric Industry, Xiaoguang Automobile Mould, etc., covering cars, light and heavy-duty vehicles, off-road vehicles, new energy vehicles and other fields.

Among them, SAIC-Volkswagen Changsha plant currently has five production models, namely, the new Lang Yi, the new Tuan L, Kodiak, the new Lang Yi Plus and Kodiak GT, and five models are produced in parallel.

In addition to Changsha, Guangzhou, Foshan and other places have also introduced new policies to stimulate automobile consumption. Among them, Guangzhou gives a comprehensive subsidy of 10, 000 yuan per car for individual consumers to buy new energy vehicles, and for consumers who replace or scrap used cars, car sales enterprises registered in Guangzhou buy new cars of the "National 6" standard, each with a subsidy of 3000 yuan.

The Foshan municipal government has proposed to encourage the consumption of cars with standard displacement in the "sixth National Plan", giving consumers subsidies ranging from 2000 yuan to 5000 yuan for buying bicycles, which will be effective from March 1, 2020 and will be valid for one year.

Industry insiders pointed out that boosting automobile consumption at present will not only lift the shackles on the consumer side, but also help the automobile industry pass. It is believed that next, more and more cities will follow suit and introduce new policies to boost car consumption.
