AutoBeta(AutoBeta.net)03/25 Report--

In order to give further play to the stabilizing effect of consumption on the economy, the impact of COVID-19 's epidemic situation on the economic development of the province will be reduced to a minimum. On March 24, the Zhejiang Provincial Government issued the implementation opinions of the General Office of the Zhejiang Provincial people's Government on boosting consumption and promoting stable Economic growth (hereinafter referred to as "opinions"), which put forward 16 measures to boost consumption. these include encouraging Hangzhou to relax car purchase restrictions in an orderly manner and deeply tapping the potential of rural automobile consumption.

Among them, with regard to promoting automobile consumption, the "opinion" hopes to give full play to the advantages of Zhejiang Province's large car ownership, expand the circulation of the second-hand car market, liberalize the automobile refit market in accordance with the law, and strive to tap the service potential of the automobile aftermarket. Innovate automobile consumption services, expand online and offline car purchase channels, encourage brand car dealers to provide online car viewing, car delivery test driving and other services, and plan to hold a number of promotional activities such as "Zhejiang Bank online car purchase Festival".

At present, the cities and provinces that still implement car purchase restrictions include Beijing, Shanghai, Tianjin, Guangzhou, Shenzhen, Hangzhou, Chengdu, Shijiazhuang and Hainan Province. Residents in these cities need to obtain the target by lottery or licensing.

Prior to this, Guiyang City was also on the list of cities subject to car purchase restrictions, but since September last year, the Guiyang Municipal Government has abolished the interim regulations on the Administration of Guiyang minibus license plates, becoming the first of the eight cities in the country to completely lift the car purchase restrictions.

Guangzhou and Shenzhen began to increase the number of lottery and auction targets in June last year, relaxing the purchase restrictions. With the introduction of the "opinions on the implementation of boosting consumption to promote Economic growth", it is believed that the relevant measures will be implemented soon, but how it will be carried out is still unknown.

According to data from the China Automobile Association, from January to February this year, the cumulative production and sales of passenger cars in China were 1.641 million and 1.831 million, respectively, down 48.1% and 43.6% from the same period last year. In order to stabilize automobile consumption, various ministries and commissions have issued articles to encourage cities at various levels to issue relevant policies to encourage automobile consumption, and appropriately relax the restrictions on car purchase in cities.

On February 21, the Guangdong provincial government issued a number of policies and measures to further stabilize and promote employment in Guangdong Province, which encouraged Guangzhou and Shenzhen to further relax car lottery and auction targets. In addition, Guangzhou, Foshan, Changsha and other places have introduced subsidy policies to provide subsidies for consumers to buy cars, of which Foshan provides cash subsidies ranging from 2000 to 5000 yuan for car buyers.
