Stabilizing and expanding automobile consumption and promoting consumption upgrading are conducive to accelerating the formation of a strong domestic market.

Wang Bin said: the automobile is a strategic and pillar industry of the national economy, and automobile consumption cooperatives have a high zero share, large growth space, and strong driving benefits, which is the main content of the upgrading of the consumption structure. Since 2018, the CPC Central Committee and the State Council have issued a series of policies and measures to stabilize automobile consumption, which can be summarized in at least eight aspects: first, to promote the transformation from car purchase restrictions to guiding use policies; second, to support the purchase and use of new energy vehicles; third, to completely abolish the policy of restricting the relocation of second-hand cars; fourth, to encourage the implementation of car trade-in; fifth, to promote the upgrading of rural vehicle consumption; sixth, to speed up the renewal of vehicles in urban public areas. The seventh is to promote the lifting of restrictions on pickup trucks entering the city; the eighth is to strengthen the construction of facilities such as urban parking lots and charging piles for new energy vehicles.

Wang Bin believes that promoting automobile consumption is a complex systematic work, and it is necessary to take into account the requirements of economic development, environmental protection, and transportation, and it is necessary for all parties to forge consensus and work together to form targeted, feasible and comprehensive policies and measures.

China's auto industry suffered a setback in 2020. Passenger car sales in February were only 250000, down 78.7% from January to February, down 78.7% from January to February, and 41% from a year earlier, a record low. It was mainly affected by the sudden arrival of COVID-19. In March, the car market slowly recovered. The average daily retail sales of passenger cars in the market from March 1 to 22 were 21186, down 45 per cent from a year earlier, according to data released by the Federation of passengers.

Production and sales are expected to decline by about 45% in the first quarter and about 25% in the first half of the year.

On February 15, Qiushi magazine published a programmatic guidance plan on the epidemic at the central level, pointing out that expanding consumption is one of the important focal points for hedging the impact of the epidemic, and that it is necessary to actively stabilize traditional bulk consumption such as automobiles, and encourage areas where car purchases are restricted to appropriately increase the quota of car license plates to drive the consumption of cars and related products.
