On the afternoon of March 30th, the General Office of the Beijing Municipal Government issued a circular on Beijing's plan to further promote the phase-out and renewal of high-emission old motor vehicles (2020-2021), which focuses on encouraging the city's national Ⅲ emission standard gasoline vehicles to speed up the phase-out and renewal, and the national Ⅲ emission standard fuel vehicles scrapped or transferred out of Beijing before the end of the year can enjoy subsidies.

In terms of specific government subsidies and enterprise incentives, for Ⅲ fuel vehicles eliminated by the end of 2020, 4000 yuan to 22000 yuan for scrapped bicycles, 2000 yuan to 11000 yuan for transferred bicycles, 14000 yuan for scrapped bicycles and 7000 yuan for transferred bicycles.

The Program also proposes that in order to promote early phase-out and achieve early results, a mechanism for the retreat of subsidy funds should be established to reduce the subsidy standard by 20% respectively for phase-out in 2021, and to encourage car owners to phase out their national Ⅲ emission standard gasoline vehicles as soon as possible. In addition, if owners of old gasoline vehicles scrapped or transferred to foreign Ⅲ emission standards are replaced with new ones, automobile manufacturers will give them incentives, the amount of which is not lower than that of government subsidies.

Industry insiders said that the plan is certainly good for the consumption of new cars, will promote the scrapping of some old cars that can be exchanged or not, and encourage car owners who want to wait for a while to scrap them quickly and then buy new cars.

Cui Dongshu, secretary general of the Federation of passengers, said: "it can promote the new sales of at least 300000 vehicles, and the increase of 300000 vehicles can reach 50 billion yuan, which will greatly stimulate Beijing's car consumption. I believe that in the future, the Beijing municipal government will definitely add new targets for new energy vehicles, which is expected to be 20, 000 to 30, 000.
