A few days ago, the website of the Ministry of Industry and Information Technology of the people's Republic of China released the average fuel consumption of passenger car enterprises in 2019 and the points of new energy vehicles (hereinafter referred to as: double points). According to the publicity, the "double points" assessment includes 119 domestic car companies and 27 imported car companies. Among them, nearly 40 per cent of domestic passenger car manufacturers have negative average fuel consumption points, while among the 27 imported car companies, only four, such as Tesla and Porsche, have positive fuel points, while the remaining 23 have negative fuel points.

In terms of new energy vehicle companies, 69 companies got positive points for new energy vehicles, 17 companies scored zero points for new energy vehicles, and 27 enterprises scored negative points for new energy vehicles.

Among all the car companies, FAW-Volkswagen topped the "negative score list" with an average fuel consumption score of-549439, followed by SAIC General Motors, BAIC Hyundai, Beijing Mercedes-Benz, Dongfeng Motor, Dongfeng Xiaokang, SAIC General Motors Wuling, Sichuan FAW Toyota, Guangzhou Auto Mitsubishi, which also means that the points of joint venture brands are significantly lower than their own brands.

The best performing car companies are BYD, BAIC, SAIC, Jianghuai, Guangzhou Automobile and other car companies, among which the joint venture brands are Tianjin FAW Toyota and brilliance BMW, ranking eighth and ninth respectively.

It is also reflected in the double points report that car companies with slower layouts in the new energy sector will also get more points due to higher production, including fewer points in joint venture brands due to better sales of fuel models. Brilliance BMW of the joint venture brand has become a regular car company due to the best-selling models such as the 5-Series PHEV.

In addition, for imported models, they are mainly fuel models, so they get lower points. Tesla has the highest average fuel consumption score of 316457, while Mercedes-Benz has the highest average fuel consumption score of-162107, which also means that more than 80% of imported car companies need to buy points.

According to the double integral policy, the more new energy vehicles produced by enterprises, the higher the points. Through administrative means, the policy urges automobile enterprises to improve the energy saving level of passenger vehicles and expand the proportion of producing new energy vehicles, so as to achieve the purpose of alleviating energy and environmental pressure. If the enterprise's average fuel consumption score is not up to the standard, it can be offset by its own new energy vehicle integral, if its own new energy vehicle integral is not enough, it can be offset by transferring points from related enterprises and purchasing new energy vehicle points from other enterprises. if it is still unable to clear zero, it is necessary to submit an adjustment plan to the Ministry of Industry and Information Technology and set a deadline for reaching the standard. before its negative points are compensated to zero, the products with substandard fuel consumption can be offset. Will no longer be able to sell.

Although the current domestic double points policy has both advantages and disadvantages, with the relevant state departments issuing a number of related policies on new energy vehicles one after another, it also shows that China's direction and determination to support the development of new energy vehicle industry has never wavered. With the stability of the subsidy policy and the realization of the double points policy, the high-quality development trend of China's new energy vehicle industry will be gradually clear.
