The circular points out that the transition period of the national six emission standards for light vehicles will be adjusted to before January 1, 2021. Light vehicles with national five emission standards produced and imported on July 1 this year will be allowed to sell and register in areas where the sixth national emission standards have not yet been implemented before New Year's Day next year. It means that the delay of the "sixth National" policy proposed by the industry has finally been implemented.
This is undoubtedly good news for many car dealers, automakers and consumers. After all, since 2018, China's automobile market has experienced a year-on-year decline for two consecutive years, which also shows that China's automobile industry is facing a low ebb of incremental change to stock. However, in the trough of the automobile industry and suffered a sudden impact of the COVID-19 epidemic, so that the entire industry once again into malaise, but also repeatedly set history "the worst" record.
According to the data provided by the China Automobile Association, from January to March, automobile production and sales were 3.474 million and 3.672 million respectively, down 45.2% and 42.4% respectively from the same period last year. Among them, the cumulative sales in February alone reached 78.5%.

If our country still implements the national six standards according to the original plan, it is obviously not easy for dealers to sell out all the "national five" models.
Now the implementation of the sixth national policy has also been postponed, and if the landing of the policy is realized, it also means that some car companies and dealers previously restricted by the sixth national sixth policy have a longer transition period to consume the inventory of national fifth. However, it is worth noting that the new national five sales policy is only limited to areas that have not yet implemented the sixth national emissions, that is to say, the regional plan for the early implementation of the sixth national sixth has not been changed.
In fact, the new policy plan for delayed emissions also has two sides. The biggest benefit is that it allows consumers to buy national five models with greater discount than national six models, and compared with national six models with slightly fewer models and immature technology, national five models have more choice and reliability. after all, for most car companies, the introduction of national six models is nothing more than a "coping" policy and hastily launched new models.
At the same time, it will also realize some car companies that have a large number of national five inventory models and have not yet realized the launch of national six models, and complete the struggle with dealers to earn the last "hope". In addition, it also includes a large number of parallel imported car markets.
Of course, there are advantages and disadvantages. For some car enterprises that have achieved National 6, the postponement of the policy will cause manufacturers to wonder whether the market of National 6 will be preempted compared to the national 5 models, which are more preferential and may be easier to sell. As a result, car companies are caught in a choice between the main promotion of "national five" and "national sixth" models.
For consumers, some is too much in the preferential strength and follow-up to make a choice, after all, national five and national six models in addition to the difference in exhaust emissions, most do not have too many upgrades, but the price is a bit higher. However, the national five models will always face elimination, and the national six models must also be implemented. Therefore, with the extension of time, the follow-up restrictions on national five models will also increase, including car sales, car use, scrapping, traffic restrictions and a series of problems. Therefore, the delay of the policy has deepened the wait-and-see mood of consumers.
In addition, the notice also includes, in order to further encourage the second-hand car trade, from May 1 this year to the end of 2023, second-hand car dealers to sell used cars, reduce the sales of 0.5% of the value-added tax. Making good use of automobile consumer finance is another "support policy", which encourages us to increase support for consumer credit by appropriately reducing the down payment ratio and loan interest rates and extending the repayment period, so as to further promote market activity. And it will support speeding up the phase-out of obsolete diesel trucks by means of "award replacement".
If we say that the delayed launch of the sixth national policy is to stimulate the current automobile consumption, it is better to realize the tail car enterprises to achieve a sale of models through the last wave of profits, so as to expand the competitiveness of a certain consumer market. However, under the change of policy, not only the price profit can achieve the choice to attract consumers, but also a series of restrictions may also be one of the factors for consumers to make choices.
