GB 18384-2020 "Electric vehicle Safety requirements", GB 38032-2020 "Electric bus Safety requirements" and GB 38031-2020 "Electric vehicle Battery Safety requirements", three mandatory national standards (hereinafter referred to as "three strong standards"), are approved and issued by the State Administration of Market Supervision and Administration and the State Standardization Administration, and will be implemented from January 1st, 2021.

The safety of electric vehicles is not only the focus of consumers, but also the fundamental guarantee for the sustained and healthy development of the new energy vehicle industry. In order to implement the requirements of the Energy Saving and New Energy vehicle Industry Development Plan (2012-2020) and the medium-and long-term Development Plan of the Automobile Industry, combined with the actual development of the new energy vehicle industry and the needs of technological progress, the Ministry of Industry and Information Technology launched the formulation of three strong standards for electric vehicle safety in 2016. Based on China's original recommended national standards, the three strong standards are fully in line with the United Nations Global Technical regulations on Electric vehicle Safety (UN GTR 20), which is led by China, and further improve and optimize the safety technical requirements for electric vehicles and power battery products. The "Safety requirements for Electric vehicles" mainly stipulates the electrical and functional safety requirements of electric vehicles, and increases the requirements for thermal event alarm signals of the battery system, which can remind drivers and passengers at the first time; strengthen the vehicle waterproofing, insulation resistance and monitoring requirements to reduce the safety risk of the vehicle in normal use, water-related, etc. The test methods such as insulation resistance and capacitance coupling are optimized to improve the test accuracy and ensure the high voltage safety of the whole vehicle.

In view of the characteristics of electric bus, such as large number of passengers, large battery capacity and high driving power, and on the basis of the standard of Electric vehicle Safety requirements, more stringent safety requirements are put forward for the collision of battery compartment, charging system, vehicle waterproof test conditions and requirements of electric bus, and the flame retardant requirements of high voltage components and the thermal runaway assessment requirements of the minimum management unit of battery system are added. Further improve the ability of fire accident risk prevention of electric buses.

While optimizing the safety requirements of battery units and modules, "Safety requirements for Power batteries for Electric vehicles" focuses on strengthening the thermal safety, mechanical safety, electrical safety and functional safety requirements of the battery system. The test items cover system thermal diffusion, external fire, mechanical shock, simulated collision, wet-heat cycle, vibration soaking, external short circuit, overtemperature overcharge and so on. In particular, the standard adds the thermal diffusion test of the battery system, which requires that when the battery unit is out of control, the battery system will not catch fire and explode within 5 minutes, so as to reserve a safe escape time for the occupants.

The three strong standards are the first batch of compulsory national standards in the field of electric vehicles in China. Based on the summary of the technological innovation achievements and experience of China's electric vehicle industry, they are fully coordinated with international standards and regulations.
