According to the announcement, in order to implement the requirements of the "limits and Measurement methods of Pollutant Emission from Light vehicles (Phase VI in China)" and implement the policy of stabilizing and expanding automobile consumption in the near future, starting from July 1, 2020, the country-wide implementation of the national six emission standards for light vehicles, the prohibition of producing countries five emission standards for light vehicles, imported light vehicles should meet the national six emission standards.

This strict emission standard is bound to cause certain pressure on the development of the automobile industry, such as stricter automobile production standards, higher R & D costs and manufacturing costs, and so on, coupled with the adverse effects of the epidemic. China's automobile industry has been hit by a new round of blows. If the sixth national standard is implemented as planned, it may further aggravate the predicament of the market.

Therefore, the National Development and Reform Commission and other 11 departments jointly issued a notice at the end of April, pointing out that the transition period of the national six emission standards for light vehicles will be adjusted to before January 1, 2021. Light vehicles with national five emission standards produced and imported on July 1 will be allowed to be sold and registered in areas where the sixth national emission standards have not yet been implemented by New Year's Day next year.

In a sense, prolonging the implementation of the sixth national standard is good for some car companies. At present, there are still a large number of national five models in China, and many car companies are still unable to return the six models abroad. This has created a certain amount of time for the elimination of national five inventory and for car companies that do not yet have national six vehicles. However, today's four ministries also made it clear that they will no longer be able to produce national five models from July 1, and it will be a "knockout match" for those car companies that are still unable to produce national six models.

In order to implement the requirements of the limits and Measurement methods of Pollutant Emission from Light vehicles (Phase VI of China) (GB 18352.6-2016), and to implement the policy of stabilizing and expanding automobile consumption in the near future, the relevant matters relating to the implementation of the national six emission standards for light vehicles will be announced as follows:

I. starting from July 1, 2020, the national sixth emission standard for light vehicles will be implemented nationwide, and light vehicles with five emission standards from producing countries will be prohibited, and imported light vehicles shall meet the national sixth emission standards.

For the national five emission standard light vehicles produced before July 1, 2020 (date of upload of motor vehicle certificate) and imported (date of arrival of import certificate of goods), the sales transition period will be increased by 6 months, before January 1, 2021 It is allowed to sell and register in all areas of the country that have not yet implemented the sixth national emission standards (Liaoning, Jilin, Heilongjiang, Fujian, Jiangxi, Hubei, Hunan, Guangxi, Guizhou, Yunnan, Xizang, Gansu, Qinghai, Ningxia, Xinjiang and other provinces). Second, the cut-off date of the transition period of the national sixth emission standard for light vehicles (PN limit) is 6.0x1012 / km, which will be adjusted from July 1, 2020 to January 1, 2021. From January 1st, 2021, the PN limits of all light vehicles produced and imported according to the national sixth emission standard shall meet the requirements of 6.0x1011 / km.

3. Automobile manufacturing and import enterprises, as the main body of responsibility for the consistent management of environmental protection production, shall, in accordance with the Air pollution Prevention and Control Law of the people's Republic of China and relevant regulations, before the products leave the factory or the goods enter the country, the vehicle emission inspection information and pollution control technical information shall be made public to ensure that the actual production and imported vehicles meet the emission standards.
