On January 20, 2019, Mr. Wei, Liang and he signed a "vehicle transfer (purchasing agent) agreement", which stipulated that Liang and he purchased a new Rolls-Royce extended version for Mr. Wei at a total price of 3.1 million yuan.

In order to dispel Mr. Wei's doubts, the two men provided Mr. Wei with forged "Customs Import Certificate of the people's Republic of China", "vehicle consistency Certificate", "entry and exit Inspection and Quarantine vehicle Inspection list of imported Motor vehicles of the people's Republic of China" and other information. In April 2019, the two men told Mr. Wei that Rolls-Royce had arrived at Tianjin Port and asked Mr. Wei to pick up the car after the car reached the designated account.
