The notice stresses that it is necessary to vigorously promote the use of new energy and clean energy vehicles, promote the construction of charging facilities for electric vehicles, and speed up the construction of charging infrastructure complex. We encourage the construction of charging facilities in the form of "charging pile facilities + distributed energy + energy storage projects + commerce"; encourage the construction of charging facilities in densely populated areas such as logistics industrial parks, large commercial shopping malls and residential areas. Encourage various states and central cities to carry out the construction of charging infrastructure complex in the form of franchise, and at the same time implement relevant incentive policies.

At the same time, the "circular" also pointed out that the autonomous region encourages all localities to study the subsidy policy of "car going to the countryside" and "trade in old for new", organize promotional activities such as "car going to the countryside" and "trade in old for new", promote the upgrading of automobile consumption in urban and rural areas, guide rural residents to upgrade their means of transport, and give appropriate support to the purchase of 3.5 tons or less trucks or passenger cars with engines of 1.6 liters or less.
