On March 4, the Sichuan Provincial Commission for the Protection of Consumer Rights and interests released the latest investigation report on online purchase of used cars, exposing problems on six used car trading platforms.

According to the survey, price is not only the main reason for consumers to choose to buy cars online, but also the most concerned factor for consumers to buy cars. Among the reasons for buying cars, the main reasons why consumers choose to buy used cars online are price concessions (62.1%), convenience to stay at home (52.3%), and more online choices (50.7%). Among the car purchase concerns, the main factors that consumers pay most attention to when buying used cars online are price (54.7%), later quality assurance (52.4%) and car condition (51.9%).

However, while buying cars online provides convenience for consumers, it also brings a lot of problems. The survey found that 60% of the consumers who had bought used cars said they had encountered problems, and the problem most reflected by consumers was that the contents of consultation and publicity were not in line with the reality, accounting for 28%. In the vehicle documents, insurance, maintenance information is not complete and the vehicle source information is inconsistent with the Internet also accounted for more than 20%. In addition, there are some problems, such as the vehicle information can not be verified, the contract format terms are unreasonable and so on.

As consumers, the personnel of the investigation institution experienced the car purchase service process of six online trading platforms for second-hand cars, including 58.com, used car Home, Guazi, Renren car, Amoy car, and Youxin used car. Generally speaking, the vehicle information of the above platform is relatively complete, most of the used car sources are real, and there are no problems such as forced payment by installments, but the platform has many problems in ensuring the authenticity of information and reasonable contract norms.

The second-hand car platform mainly involves the following seven major problems, including the discrepancy between the important information parameters of second-hand vehicles and those of real vehicles, suspected of publishing false car sources to attract consumers, unclear notification of charging matters, defects in deposit collection procedures, "overlord clause" in transaction contracts, individual platforms are lazy in auditing and checking, and infringe upon consumers' privacy and personal information rights.

For example, in the issue of "unclear information on charging matters", Taobu, Renche, Guazi three platforms, second-hand car home and 58.com merchants have all clearly informed the purchase price, but there is a phenomenon that the transfer fee, license fee and other charging items are not accurately informed. In the issue of "overlord clause in the trading contract", Youxin second-hand cars only provide online car viewing, and consumers need to pay a deposit before they can see the terms of the electronic version of the contract. At the same time, Youxin second-hand cars require consumers to pay a deposit before reading the contract when consumers do not know the main terms of the contract. In addition, the survey also found that Youxin second-hand cars need to pay 1000-3000 freight for the purchase of vehicles.

In view of the above problems, the Sichuan Consumer Protection Commission has also put forward relevant suggestions for the purchase of used cars. First of all, when buying used cars online, we should choose a platform with higher integrity of information publication, guaranteed after-sales service and better social evaluation; second, carefully sign car purchase contracts to verify the consistency and authenticity of vehicle information, specify the charging items and amount in the contract, and carefully check the terms related to configuration, deposit, quality assurance, liability for breach of contract, after-sales service, etc. Third, carefully examine the car offline to see whether the accompanying documents are complete, and verify whether the legal certification documents are delivered; finally, we should pay attention to collecting and preserving relevant evidence, and once we find that our rights and interests are damaged, we should give timely feedback to the platform. if necessary, lodge complaints in accordance with the law and take the initiative to safeguard their legitimate rights and interests.

The relevant person in charge of the Sichuan Consumer Council said, "in the follow-up, we will interview the relevant network platform, and the platform will propose rectification and reform measures."
