In the 1980s, the state clearly put forward the strategy of "three big, three small and two micro" in the layout of car production, that is, the state supported the construction of FAW, Dongfeng and SAIC three car bases and Beijing Jeep, Tianjin Xiali and Guangzhou Peugeot "three small" bases, as well as Chang 'an (Alto) and Guizhou Lark of the military system as "two micro" bases.

Lou Jiwei also said that both last year's private enterprise symposium and the Central Economic Work Conference had proposed to promote the transformation of industrial policies from differentiation and selectivity to universality and functionality.
