According to the regulations, if a car company fails to meet the requirements of the new energy point, it will be punished and suspend the declaration of fuel-guzzling products and the production of fuel-guzzling products. Car companies that fail to reach the fuel consumption point can offset zero by offsetting the positive points of their own new energy vehicles, transferring between related enterprises, and buying new energy vehicles. Enterprises that cannot offset the return to zero shall submit a product adjustment plan to the Ministry of Industry and Information Technology and set a time limit for reaching the standard. Before its negative points are offset to zero, the products with substandard fuel consumption will not be included in the model announcement, which means that they cannot be sold to the outside world.

According to the "2020 average fuel consumption and New Energy vehicle points of Chinese passenger vehicle Enterprises" (hereinafter referred to as "integral situation") released by the Ministry of Industry and Information Technology in April this year, the positive score of domestic new energy vehicles in 2020 is generally higher than the negative integral, but the negative integral of average fuel consumption is much larger than the positive integral, and the positive integral generated by new energy vehicles can not fill the gap of negative integral of average fuel consumption. It shows that the situation of the transformation and development of automobile enterprises is still grim.

Among the 117 passenger car manufacturing enterprises (excluding imports) in 2020, 67 new energy vehicles have positive scores, 20 new energy vehicles have 0 points and 30 new energy vehicles have negative scores. Among them, there are 11 automakers with positive scores of more than 100000 points for new energy vehicles, Tesla ranked first with a positive score of 860000 points, followed by BYD with 750000 points, SAIC GM Wuling ranked third, and new energy scored 440000 points. If the above-mentioned enterprises sell all the new energy points, they can get 1.035 billion yuan, 903 million yuan and 530 million yuan respectively.

In the negative scoreboard of new energy vehicles, most of the top 10 are joint venture brands, with FAW-Volkswagen, SAIC General Motors and SAIC Volkswagen at the top. The top three are FAW-Volkswagen, SAIC General Motors and Zhejiang Haoqing Manufacturing (under Geely Holdings Group), with specific points of-1.18 million,-920000 and-720000 respectively.

Although the current domestic double points policy has both advantages and disadvantages, with the relevant state departments issuing a number of related policies on new energy vehicles one after another, it also shows that China's direction and determination to support the development of new energy vehicle industry has never wavered. In the long run, traditional car companies need to speed up the pace of transformation, accelerate the layout of the new energy vehicle industry chain, and constantly improve the new energy industry technology, so as to promote the development of the whole new energy industry.
