A few days ago, the Guangzhou Municipal Development and Reform Commission issued the Circular on further improving the Information Management of New Energy vehicles (trial) (draft for soliciting opinions). According to the notice, consumers in Guangzhou need to obtain relevant materials such as Guangzhou New Energy vehicle Information Management Certificate (hereinafter referred to as "certificate") and new energy vehicle indicators issued by the Municipal Development and Reform Commission to purchase green license plates for new energy vehicles in the future. It should be noted that this notice is only for public consultation, which means that Guangzhou will solicit opinions on this policy.

According to the notice, there are mainly the following points of information: first, domestic new energy vehicle production enterprises that carry out the promotion and application of new energy vehicles in Guangzhou, as well as sales companies established or authorized by imported new energy vehicle manufacturers (hereinafter collectively referred to as new energy vehicle manufacturers), if they meet the seven major conditions, they shall submit information as required.

II. New energy vehicle manufacturers selling new energy vehicles in Guangzhou shall submit relevant materials to the information management agency designated by the Guangzhou Development and Reform Commission. The information management agency shall verify the materials submitted by the new energy vehicle manufacturers, and issue "vouchers" if they meet the requirements, and the "vouchers" shall be implemented with one vehicle and one certificate.

3. Consumers who need to apply for new energy small and medium-sized bus indicators for new car registration shall issue "vouchers" to the municipal minibus index management organization. On the basis of car purchase invoices, new energy vehicle indicators, relevant tax vouchers and other materials, consumers apply to the Municipal Public Security Bureau for vehicle registration procedures in accordance with the current motor vehicle registration procedures. The Municipal Transportation Bureau is responsible for issuing indicators for new energy vehicles in accordance with the regulations.

Guangzhou government official said that Guangzhou is the most open city for new energy vehicles, all pure electric and mixed-in can enjoy a free green card, and there is no total limit. Although the license plate of fuel vehicles has long been restricted, the Guangzhou municipal government only promotes and does not restrict what consumers like to buy new energy vehicles. Since the beginning of this year, the explosive growth of the new energy vehicle market in Guangzhou means that the market has entered a stage of healthy growth, the necessity of early policy support and tilt has been reduced, and the pressure on urban road traffic in Guangzhou is increasing day by day. therefore, it is necessary to carry out reasonable total quantity control.

According to the data, the number of cars in Guangzhou from 2015 to 2020 is 2.24 million, 2.3 million, 2.4 million, 2.5 million, 2.8 million and 2.99 million respectively. Among them, the sales volume of new energy vehicles in Guangzhou is 53000 in 2020 and 34000 from January to May in 2021, which is expected to exceed 80, 000 in the whole year.

Of the urban new energy vehicle sales TOP10 in 2020, Shanghai sold 125300 vehicles, while Beijing and Shenzhen sold 91000 and 75900 vehicles respectively, while Guangzhou ranked fourth with 53200 vehicles. In the first five months of this year, the sales of new energy vehicles in Guangzhou increased significantly, surpassing Beijing and ranking third in the country, second only to Shanghai and Shenzhen.

Some industry insiders said that first-tier cities are densely populated cities, and for consumers who are difficult to license plate numbers or are unwilling to pay high prices for bidding, buying new energy vehicles is the best way and the only way out for many people. This undoubtedly stimulates the purchase of new energy vehicles to a large extent, but it is also because there are no restrictions, resulting in increasing pressure on road traffic. According to data, 429158 new energy passenger vehicles were sold in six restricted cities in 2020, accounting for nearly 40% of the country's total new energy passenger vehicle sales in the whole year.
