According to media reports, the Foshan Municipal Bureau of Commerce issued the Foshan work Plan for supporting Automobile sales Enterprises to expand sales scale and promote New Energy vehicle consumption from 2021 to 2022 (draft for soliciting opinions). It is proposed to reward automobile sales enterprises to expand their car sales, with a maximum reward of 1 million yuan, and a maximum subsidy of 20,000 yuan for consumers to buy new energy vehicles. The "plan" gives comprehensive subsidies to consumers who meet the declaration requirements in the purchase of new energy vehicles, vehicle upgrading and collective purchase of new energy vehicles, such as power supply, parking, passage, and so on, with a subsidy of up to 20000 yuan per vehicle.

The application objects are mainly divided into two types: one is to reward automobile sales enterprises for expanding the scale of automobile sales, and to reward them according to the same level of first-hand car sales in 2021. The second is to subsidize consumers to buy new energy vehicles. If you buy new energy vehicles in different price ranges from September 1, 2021 to August 31, 2022 (subject to the time of unified invoice for motor vehicle sales), eligible consumers can apply for different amounts of subsidies, up to 20,000 yuan.

Comprehensive subsidy for newly purchased new energy vehicles. During the policy period, the purchase of new energy vehicles is less than 100000 yuan, with a subsidy of 5000 yuan per car; 100000 yuan (including) to 300000 yuan per new car, with a subsidy of 10000 yuan; and more than 300000 yuan (including), a subsidy of 15000 yuan per car.

Subsidies for upgrading new energy vehicles. During the policy period, Foshan license plate owners sell or scrap or cancel their old cars, and buy new cars with new energy sources of less than 100000 yuan, with a total subsidy of 7000 yuan for each new car; 100000 yuan (including)-300000 yuan for each new car, a total subsidy of 12000 yuan for each new car; and more than 300000 yuan for new cars, the total subsidy for each car is 17000 yuan. It should be noted that the same newly purchased vehicle can only choose one of the three types of subsidies to apply for.

The local measures to subsidize the purchase of new cars are indeed conducive to the resumption of production by local car companies and the promotion of local car consumption. Some people in the industry have pointed out that the introduction of a subsidy policy for the purchase of new cars will not only lift the shackles on the consumer side, but also help the development of the automobile industry.

The Ministry of Commerce also clearly pointed out earlier that it will thoroughly implement the important policy decisions and arrangements of the central authorities on "actively stabilizing traditional bulk consumption such as automobiles," as well as the spirit of the "opinions of the General Office of the State Council on speeding up the development of circulation and promoting commercial consumption." in conjunction with relevant departments, we will study and introduce policies and measures to further stabilize automobile consumption to reduce the impact of the epidemic on automobile consumption. At the same time, the Ministry of Commerce encourages all localities to introduce measures to promote the consumption of new energy vehicles, increase the purchase restrictions on traditional cars and trade in old cars for new ones in accordance with local conditions, so as to promote automobile consumption.
