The first paragraph of Article 13 of the regulations on the Administration of Urban appearance and Environmental Sanitation of Kaifeng City stipulates that the temporary stacking of materials, the construction of temporary structures (including promotional booths, tents) or other facilities on both sides of urban streets or in public places shall be examined and approved by the administrative department in charge of city appearance and environmental hygiene, and other relevant examination and approval procedures shall be carried out in accordance with the relevant provisions. Article 38 provides that whoever violates the first paragraph of Article 13 shall be ordered to stop the illegal act, clean up, dismantle or take other remedial measures within a time limit, and may impose a fine of not less than 1,000 yuan but not more than 10,000 yuan. In this regard, Xilai Automobile also provided examination and approval data of relevant government departments. According to the data, the project was examined and approved by the Housing and Urban-Rural Construction Bureau of Kaifeng Urban-Rural Integration demonstration Zone. It is considered that the location of the project belongs to built land, and the planning and housing construction departments do not need to go through any examination and approval procedures.
