The Ministry of Public Security held a press conference in Beijing today to announce the revision of three departmental regulations, namely, the provisions on Motor vehicle Registration, the provisions on the Application and use of Motor vehicle driver's license, and the measures for the Administration of points for Road Traffic Safety violations.

This revision specifically introduces nine new measures for the convenience of the people and enterprises, including: ① 's introduction of exemption from inspection of new private cars' license plates; ② 's implementation of "one-card pass" for minibus registration, which no longer requires a residence permit; ③ implementation of vehicle information change "inter-provincial pass"; ④ implementation of large and medium-sized van driver's license national "one-card test"; ⑤ resumption of driving qualification test can be held across provinces; ⑥ optimization of driving license test content and project ⑦ adds new quasi-driving models of light traction trailers; ⑧ implements the electronization of application materials and files; and ⑨ implements information networking sharing and verification.

Three new measures to facilitate vehicle registration have been launched. First, the introduction of new private cars license-free inspection. For small and micro non-operating passenger cars, the vehicles are inspected when they leave the factory, the production enterprises share vehicle information with the public security traffic control departments, and the masses are exempted from vehicle inspection when they apply for registration. Actively promote the new model of Internet registration services, achieve online car sales, online number selection, online registration, facilitate the masses to quickly sign up, and help the development of the automobile industry. The second is to promote the national "one-card pass" for the registration of minibuses. For those who register small non-operating passenger cars outside the place of household registration, the applicant can apply for "one card" on the strength of his resident identity card, and there is no need to submit a residence certificate. The third is to carry out the "inter-provincial communication" of vehicle information change. In the case of changing the installation of tailboards on trucks, auxiliary devices on vehicles for the disabled, and luggage racks on minibuses, the masses may apply for examination at the place where the vehicle is located, and there is no need to return to the place where it is registered for inspection.

Four new measures have been introduced to facilitate the acquisition of driving tests. First, the implementation of large and medium-sized van driver's license of the national "one-pass test." For those who apply for a large and medium-sized van driver's license outside the place of domicile, the applicant can take the "one-pass test" on the basis of his resident ID card, and there is no need to submit a residence certificate. The second is to restore the driving qualification test "inter-provincial". If the driver's license has not been cancelled for less than two years after the valid period of validity, the applicant can apply to any place in the country to take a subject-one test, restore his driving qualification and better meet the needs of the masses for changing their license in other places. The third is to optimize the contents and items of the driving license test. For those with a small automatic car driver's license to drive a small car, or those with a motorcycle driver's license to drive other types of motorcycles, only subjects 2 and 3 will be tested to optimize the examination procedure. Fourth, a new quasi-driving model of light traction trailer is added. A new quasi-driving model, "light traction trailer", is allowed to drive small car trains, which can better meet the needs of people to drive RVs and promote the development of RV tourism new business type.

Two new measures to provide services for the convenience of the people have been launched. The first is to implement the electronic application materials and files. Implement electronic collection of application materials, electronic management of files, and transmit information such as motor vehicle transfer and driver examination on the network, so as to realize the "reduction of links, materials and time limit" in traffic management business. The second is to carry out departmental information networking sharing and verification. With the tax, banking and insurance supervision, transportation, medical institutions and other departments of information networking, sharing of car purchase tax, compulsory insurance, operating qualifications, physical examination and other information, the masses are exempted from submitting relevant certificates when handling business.

Among them, the "provisions on the Application and use of Motor vehicle driver's license" and "measures for the Administration of points for violations of Road Traffic Safety" will take effect from April 1, 2021, and the provisions on Motor vehicle Registration will enter into force on May 1, 2021.
