According to the CCTV financial report, on March 29, Japan's Ministry of Transport made a decision to deal with the fraud of data on four engines produced by Toyota's Hino Motors. Japan's Ministry of Transport revoked the vehicle production license of Hino Motors involved in the incident. this measure is very rare in Japan and is the first time it has appeared in Japan.

At present, Hino Motor will recall more than 46000 vehicles. It is worth noting that the Hino engine is also carrying individual bus models of Toyota and Isuzu, two Japanese car companies. Affected by this, Toyota and Isuzu were also ordered to suspend production. According to officials, the incident affected about 3000 Toyota buses and 1200 Isuzu buses. It is understood that at present, the relevant officials of the three car companies have said to the outside world that the engines and related vehicles involved are only sold in Japan and have not been exported to the Chinese market.

In early March, Hino reportedly admitted to the outside world that its engine data had been falsified, including emissions and fuel consumption. At that time, Hino issued an announcement saying: an internal investigation of the company found that there was a problem of engine data fraud in the factory, which has lasted for many years, affecting as many as 115000 vehicles, which is almost twice the annual sales of Hino in Japan. As a result, Hino stopped the transportation of medium and heavy trucks and buses with fake engines. The announcement showed that the misconduct occurred at the Japanese factory where the engine was tested in Hino, and during the test of one of the engines, the testers directly replaced the exhaust system parts to make the test results as expected because the results were substandard.

In response, Japan's Ministry of Land and Transport said Hino's data manipulation had "eroded the trust of car consumers and shaken the foundation of the testing and certification system" and asked Hino to conduct a thorough investigation into the matter and explore future preventive measures. In addition, the department also issued an investigation order against seven heavy truck manufacturers, including Toyota and Isuzu, requiring them to report violations by April 8. In response to Hino's misconduct, a Toyota spokesman also said, "Hino must first assume responsibility, find out the truth as soon as possible, and take comprehensive preventive measures." In addition, Toyota made a public apology on its website, but Toyota said the engine performance found had no impact on driving function and did not pose a safety hazard.

According to Hino Motors, the above-mentioned misconduct mainly occurred at the Japanese factory where Hino conducted engine testing, in other words, the discovery of the problem was mainly due to the company's internal self-inspection. However, the investigation found that the problem of engine data fraud in the Japanese market can be traced back to 2016 at the earliest, but because Mitsubishi Motors was mired in a fuel economy data scandal at that time, Hino Motors said in an investigation by Japan's Ministry of Transport that no data fraud was found. By 2018, Hino Motors found that the engines of vehicles shipped to the North American market did not comply with US regulations, conducted an internal investigation into possible violations at the factory, and then expanded the scope of the investigation, including engines in the Japanese market. as a result, the above misconduct was exposed. Now, four years later, it seems too late for Hino Motors to recall the problematic vehicles, which in turn led to the decision of Japan's Ministry of Transport to revoke the production license of Hino Motors-related vehicles.

According to public data, Hino Motors, founded in 1942 and headquartered in Hino City, Tokyo, Japan, is currently the largest commercial vehicle manufacturer in Japan, with 8583 employees and total assets of 72.7 billion yen. Mainly engaged in truck and bus business of commercial products. Before 1942, Hino and Isuzu were the same company. After 1942, Hino Motor became an independent company and formally used the name Hino (Hino). It began to focus on the manufacture of commercial vehicles in 1950. In August 2001, Hino (Hino) was controlled by Toyota, and Toyota owned 50.1% of Hino (Hino). In September 2002, Toyota and Hino jointly launched Japan's first fuel cell bus, FCHV-BUS2. In October 2003, Hino and Isuzu merged the bus business and formed a new joint venture. In terms of sales, Hino sold 155212 vehicles worldwide in the past 2021, including 59935 in Japan, according to Toyota's website.

According to CCTV, if Hino wants to re-obtain a production license, it must measure the engine data in the presence of staff from the Ministry of Land and Transport. Production of the models will be suspended for at least a few months before re-licensing. As a result, Hino Motors slashed its forecast for fiscal year 2021 so far this month, with a net loss expected to reach 54 billion yen, or about 2.8 billion yuan.
