The Department of Ecological Environment of Henan Province issued the announcement of Henan Provincial Department of Ecological Environment [2019] No. 5 on the implementation of the national sixth stage motor vehicle emission standards in Henan Province, announcing that from July 1, 2019, Henan Province will formally implement the "National six Standards for Motor vehicles".

According to the contents of the announcement, starting from July 1, 2019, light vehicles sold and registered in the administrative area of Henan Province should meet the requirements of stage 6a or 6b of the Light vehicle Pollutant Emission limits and Measurement methods (China Phase VI) (GB18352.6-2016).

The announcement also stipulates that from July 1 this year, vehicles that do not meet the relevant standards will not be able to handle registration business, but vehicles that issue car purchase invoices before the implementation of the standards will be given an one-month "transitional period." car owners should go to the traffic management department for registration within one month from the date of implementation of the standard. It means that vehicles emitted below the sixth grade are no longer allowed to register and register since August, but the announcement does not specify whether vehicles that do not meet the standard can be transferred across provinces and cities.
