Generally speaking, the cancellation of highway provincial boundary toll stations mainly makes use of the new highway electronic non-stop toll collection (ETC) technology to replace manual toll collection, saving the time of vehicles queuing up to pay charges across provinces, so as to improve vehicle traffic efficiency.

It is understood that with the electronic charging of provincial boundaries, the time for a bus to pass through an electronic toll station is about 1 second per vehicle on average, without stopping, saving an average of 24 seconds than before, and increasing traffic efficiency by 99%.

After the provincial highway toll station is cancelled, how does the car owner pay for driving? There are two specific situations:

One is that the vehicles that have installed ETC, that is, the non-stop electronic toll collection system, do not need to stop and will directly settle the passage fees of the previous provinces on the virtual electronic toll station when they pass through the interprovincial junction.

The second is vehicles without ETC, which still need to pick up their access cards at the entrance of the highway. When passing through the electronic toll station, this access card will mark the path and mileage of the vehicle and be charged when the vehicle leaves the highway. The system divides the passage fees of different provinces in the background.

This year's "Government work report" proposes that provincial toll stations on expressways across the country should be basically cancelled within two years. At the recall meeting, the Ministry of Transport explicitly asked to study and implement the implementation plan for the division of key tasks in the 2019 Government work report, deepen the reform of the toll road system, reduce cross-bridge fees, and ensure that toll stations on expressways and provincial boundaries across the country will be basically cancelled two years ahead of schedule.

In addition to drafting and studying the specific implementation plan for the cancellation of provincial toll stations on expressways, the Ministry of Transport also said that it would issue a "plan to accelerate the implementation of non-stop toll collection application services" as soon as possible, study and promote supporting policies to accelerate the installation of ETC vehicle terminals, and vigorously promote the popularization of ETC.
