On the evening of August 6, the State Administration for Market Regulation issued the latest recall announcement. Tesla Motors (Beijing) Co., Ltd. and Tesla (Shanghai) Co., Ltd. filed a recall plan with the State Administration of Market Supervision and Administration in accordance with the requirements of the "Regulations on the Management of Defective Automobile Product Recall" and the "Implementation Measures for the Management of Defective Automobile Product Recall".

Starting from now on, a total of 1683627 imported Model S, Model X and domestic Model 3 and Model Y electric vehicles with production dates from October 15, 2020 to July 17, 2024 will be recalled.

The reason for the recall is that for some vehicles within the scope of this recall, after the front spare box lid is unlocked, the front spare box latch assembly system may not detect that the front spare box lid is in an unlocked state, and the vehicle cannot issue a "front spare box is not locked tightly" reminder. In extreme circumstances, the front spare box lid may be lifted when the vehicle is driving, affecting the driver's vision, increasing the risk of vehicle collision, and posing a safety hazard.

Judging from the number of recalls, Tesla recalled a large number of vehicles, involving 1683627 vehicles. In response to the above defects, Tesla Motors (Beijing) Co., Ltd. and Tesla (Shanghai) Co., Ltd. will upgrade software for vehicles within the recall scope for free through Automotive Remote Upgrade (OTA) technology. The upgraded vehicles can recognize the front spare box latch. The fault status of the latch and issue a text and beep prompt saying "The front spare box is not locked". At the same time, vehicles whose front spare box latches are found to be faulty will be repaired free of charge to eliminate safety hazards. For vehicles that cannot be upgraded through OTA technology, relevant users will be contacted through the Tesla Service Center to implement a recall.

On August 1, the Ministry of Industry and Information Technology publicly solicited opinions on the "Notice on Further Strengthening the Management of Intelligent Internet-connected Vehicle Access, Recall and Online Software Upgrade"(draft for comments).

The content of the notice shows that to strengthen the supervision and management of OTA upgrade activities, enterprises should ensure that automobile products comply with national laws, regulations, technical standards and technical specifications and other relevant requirements before implementing OTA upgrade activities, and report them to the Ministry of Industry and Information Technology and Market Supervision in accordance with relevant requirements. The State Administration for filing includes enterprise management capabilities, models and functions, specific upgrade activities and relevant supporting materials. Enterprises can only carry out OTA upgrade activities after the filing is completed. Any changes involving product technical parameters should be reported to the Ministry of Industry and Information Technology before filing to ensure the consistency of automobile product production. The State Administration for Market Regulation promptly carries out filing evaluation, supervision and inspection to standardize the application methods of OTA upgrades to prevent enterprises from concealing vehicle defects or circumventing responsibilities through OTA upgrades. If OTA upgrades are used to eliminate automobile product defects and implement recalls, a recall plan shall be formulated in accordance with the "Implementation Measures for the Management of Defective Automobile Product Recall Regulations" and filed with the State Administration of Market Regulation in a timely manner.
