In an interview, Li Bin said: "We don't think 100000 cars a year is enough. We definitely need a second base." It means that NIO will plan to build a second manufacturing base, and one manufacturing plant will certainly not be enough. The Hefei manufacturing plant has a capacity of only 100000 vehicles, which can not meet the later demand.

Li Bin also said that initially they planned to set up a manufacturing base in Shanghai, and since the Ministry of Industry and Information Technology issued an article last year, they have also given the cooperation model and direction, which has been supported by the policy, and they will regard manufacturing cooperation as the main mode. However, under the framework agreement signed with Beijing Yizhuang International Investment and Development Co., Ltd., the second manufacturing base will certainly be built in the Beijing Economic Development Zone. From the perspective of the future development direction, the manufacturing cooperation mode will still be the first choice for co-construction. But we don't rule out building our own factory.

The 10 billion yuan invested by Yizhuang in Beijing will be mainly spent on research and development, but some of it will also be spent on the new base.

After the fire broke out in ES8 in Shanghai, NIO also said in official response that 18:16 on May 16, 2019, a smoke appeared at a Fulai ES8 near Anli Road in Jiading District, Shanghai. Firefighters rushed to the scene in time to put out the smoke, and there was no personal or other property damage at the scene. The cause of the smoke in the vehicle is unknown. Xilai has launched an investigation and will announce it in time after the cause has been identified.

After the incident, the official community of Xilai issued "interim measures to enhance charging safety", saying that it was investigating the cause of the ES8 accident near Anli Road in Jiading District on the 16th. The vehicle was parked in the state of gun insertion for four days, and the system automatically recharged the battery for a long time after being fully charged.
