With the continuous expansion of the number of new energy vehicles, safety risks are becoming more and more prominent. in view of the frequent spontaneous combustion accidents, the Ministry of Industry and Information Technology issued a notice on the investigation of new energy vehicles.

The document focuses on requiring enterprises to conduct safety checks on new energy vehicles, and enterprises carry out safety hidden trouble inspection work on sold vehicles, waterproof protection of vehicles in stock, high-voltage wire harness, vehicle collisions, vehicle power batteries, vehicle charging devices, battery boxes, mechanical parts and vulnerable parts. The investigation report of new energy vehicle production enterprises shall be truthfully reported, and for those enterprises that find problems such as failure to carry out investigation, false report, fraud, and so on, enterprise and product announcements will be suspended or cancelled, and penalty measures such as removal from the catalogue of recommended models for the promotion and application of new energy vehicles.

In addition, after the fire and combustion accident of the new energy vehicle, the enterprise should report it within 12 hours.

Notice on carrying out the investigation of hidden dangers of new energy vehicles

All relevant new energy vehicle manufacturing enterprises:

In order to strengthen the safety management of new energy vehicles, promote the healthy and sustainable development of new energy vehicles industry, and ensure social public safety and people's life and property safety. To implement the Circular on further doing a good job in Safety Supervision over the Popularization and Application of New Energy vehicles (Ministry of Industry and Information Technology (2016) No. 377) and on further improving the Financial subsidy Policy for the Popularization and Application of New Energy vehicles (Caijian (2019) No. 138) and relevant policy requirements, all new energy vehicle production enterprises are requested to carry out safety hidden danger investigation work on the new energy vehicles produced by the company, and the specific notice is as follows:

I. Job requirements

(1) vehicle safety inspection

Focus on the sale of vehicles, inventory vehicles waterproof protection, high-voltage wire harness, vehicle collisions, vehicle power batteries, vehicle charging devices, battery boxes, mechanical parts and vulnerable parts to carry out safety hidden trouble inspection work, vehicles that have been inspected in the previous period can not be checked again.

1. For operating vehicles with high use intensity, such as taxis, online car-hailing, logistics vehicles, buses, etc., the proportion of investigation should be set according to the mileage and monitoring platform data analysis results. The proportion of those driving less than 100000 km is not less than 5%, that of driving 10-200000 km is not less than 10%, that of driving more than 200000 km is not less than 20%, and the proportion of vehicles with more power battery failures should be appropriately increased.

2. For private cars, the manufacturing enterprise should clearly inform the users that when the vehicle triggers the conditions, it should return to the store for maintenance. The trigger conditions should include: normal mileage or service life interval of the vehicle, accidents such as vehicle collision and water soaking, and serious fault alarm signals of the vehicle instrument (such as battery, overvoltage, overtemperature, low insulation, overheating of charging sockets, etc.). When the production enterprise discovers that the vehicle reaches the above trigger condition through the monitoring data, it should timely remind the user to go back to the store for inspection and maintenance by means of phone call, text message, vehicle alarm and so on. The production enterprise shall include the above-mentioned trigger conditions, notification methods and records, and items for inspection and repair back to the store in the annual report and file them for reference.

3. Enterprises should conduct investigations on after-sales service organizations in various regions, including, but not limited to, fire control equipment configuration and application capacity, rain and lightning protection and waterproof conditions, special maintenance equipment tools and insulation protection, maintenance and protection capabilities of technical personnel, etc., and actively rectify the existing problems.

It is recommended that the inspection include power battery appearance inspection, software diagnosis, air tightness inspection, unpacking inspection and replacement, etc. (see Annex 1 for inspection contents and related requirements). Among them, the vehicles with safety accidents such as collision and water, and abnormal temperature and insulation performance diagnosed by software should be checked out of the box, and the air tightness should be tested if they are repaired after opening the box. For other vehicles, the enterprise should decide whether to open the box or not according to the battery design scheme and the previous situation. The inspection work can be carried out in conjunction with the repair and maintenance of vehicles. For vehicles with problems, they should immediately organize personnel to take all measures in accordance with the rules and regulations to deal with them so as to eliminate hidden safety dangers.

(2) Enterprise monitoring platform

1. The enterprise shall check whether the function of the safety monitoring system meets the requirements of the national standard, whether the vehicle safety information is fed back in time, and for the vehicles found that the key systems such as the whole vehicle and power battery are in abnormal running state and have hidden safety dangers, timely early warning and take effective measures to solve the problem.

2. The enterprise monitoring platform shall implement the 7 × 24-hour all-day duty system and set up fault handling contacts. For vehicles with level 3 fault alarm, users should be notified in time and measures should be taken to eliminate safety hidden dangers, and the results should be fed back to the local and national supervision platform within 1 day. For vehicles with multiple level 3 fault alarms in one day, safety inspection should be arranged, and the results should be fed back to the local and national supervision platform within 5 days. 3. Enterprises should ensure that the monitoring platform continues to meet the requirements of relevant national standards and deal with relevant early warning information in a timely manner. Handle emergencies in strict accordance with the emergency handling mechanism and emergency handling plan. Track and record the maintenance and maintenance of new energy vehicles, analyze and summarize the technical status, faults and main problems of new energy vehicles, and prepare an annual report.

4. The equipment center will work with relevant units to conduct spot checks on the actual operation and efficiency of the enterprise monitoring platform, and report the results to the Ministry of Industry and Information Technology.

II. Report the situation of investigation

All new energy vehicle manufacturing enterprises are requested to complete the investigation of hidden dangers of new energy vehicles by the end of October 2019 and form a written report, truthfully submit to the equipment center the organization, implementation, cooperation of operators, existing problems and problem handling, and fill in the New Energy vehicle Safety Inspection Statistical Table (see Annex 3). For enterprises that find problems such as failure to carry out investigation, false report and fraud, depending on the nature and seriousness of the problem, public notification, order to correct within a time limit, suspension or cancellation of enterprise and product announcements will be adopted, and penalty measures such as removal from the catalogue of recommended models for the promotion and application of new energy vehicles will be taken.

Investigation on Fire and Combustion Accidents of New Energy vehicles

The enterprise shall bear the first responsibility for the safety of new energy vehicles, and shall promptly carry out accident investigation in the event of a fire and combustion accident, and the production enterprise shall, within 12 hours (if it causes death or significant social impact, within 6 hours), take the initiative to report the basic information of the accident and the detailed information of the accident to the lead department and equipment center of the joint meeting of new energy vehicles within 48 hours.

The equipment center will work with relevant units to continuously pay attention to fire, combustion and other safety accidents of new energy vehicles, and according to the seriousness of the accident, set up an accident investigation team in conjunction with relevant units to carry out accident investigation, and report the accident investigation results to the Ministry of Industry and Information Technology for handling. For acts of concealment and failure to cooperate with the accident investigation, the equipment center will report to the Ministry of Industry and Information Technology for punishment in accordance with the relevant provisions. If there is indeed a product defect, the production enterprise shall take the initiative to file a recall with the competent department.

The equipment center has launched a special inspection system for safety risks of new energy vehicles, and enterprises should log in to the system in time and truthfully report accident information and safety risks investigation in accordance with the requirements of the platform after registration.
