Chengdu Finance Bureau issued a notice on the rules for the implementation of municipal subsidies for new energy vehicles in Chengdu. The contents are as follows: consumers who purchase new energy vehicles (except second-hand cars) in Chengdu and register with the city's public security vehicle management department will receive additional municipal subsidies on the basis of central financial subsidies, the amount of subsidy is 50% of the central financial bicycle subsidy.

The subsidy in the notice refers to the new energy vehicles that comply with the relevant regulations and are included in the catalogue of recommended models for the Promotion and Application of New Energy vehicles issued by the Ministry of Industry and Information Technology, and have already enjoyed central financial subsidies, including pure electric vehicles, plug-in hybrid vehicles (including incremental vehicles) and fuel cell vehicles.

And it will take effect from the date of promulgation and apply to the period from January 1, 2017 to June 25, 2019 (new energy buses and fuel cell vehicles are applicable to the period from January 1, 2017 to December 31, 2019). As for the specific subsidy methods, the notice also states that when selling new energy vehicle products, new energy vehicle manufacturers will settle accounts with consumers at the price deducted from central and municipal subsidies. After the declaration conditions such as subsidy objects and products are met, and the central financial subsidy is obtained, the production enterprise shall declare the subsidy at the municipal level according to the regulations. A production enterprise registered in this city and with the status of an independent legal person shall be declared directly by the enterprise; a production enterprise other than this city may register a wholly-owned sales subsidiary with independent legal personality in this city or entrust an automobile dealer registered in this city with independent legal personality to submit application materials on its behalf. The municipal subsidy funds shall be allocated to the accounts of the production enterprises.

The object of municipal subsidy for new energy vehicles is consumers (individuals and unit users) who purchase new energy vehicles (except second-hand cars) in this city and are registered in the public security vehicle management department of this city. These rules shall not apply to new energy vehicles purchased or leased by government organs and institutions, people's organizations, state-owned and state-holding enterprises using financial funds.
