At the same time, the Ministry of Industry and Information Technology has formulated the "Automotive Power Battery Industry Standard conditions". Since May 1, 2015, enterprises have declared online through the "Automotive Power Battery production Enterprise Management system" in accordance with the requirements of the "normative conditions".

The "normative conditions" make it clear that if the power batteries carried by new energy vehicles do not enter the catalogue, that is, the so-called "whitelist", then the new energy vehicles will not be able to enter the "recommended list for the promotion and application of new energy vehicles." and then can't get a subsidy. Therefore, the entry of power battery enterprises into the "normative conditions" catalogue has become a prerequisite for new energy vehicles to obtain subsidies.

In November 2015, the Ministry of Industry and Information Technology released a list of the first batch of enterprises that meet the "normative conditions". So far, a total of four batches have been released, of which 57 enterprises have been shortlisted. Samsung, LG, Panasonic and other Japanese and South Korean battery giants have never entered this catalog.

People in the industry believe that the "whitelist" of power batteries has played a positive role in supporting automobile power battery enterprises to be better and stronger, guiding enterprises to establish product production norms and quality assurance systems on the basis of enterprise production and product application safety, encourage strengthening technology and management innovation, improve product research and development and manufacturing level, improve product performance and quality, and meet the needs of the development of new energy vehicle industry.

In addition, some foreign companies say China's decision to cancel its list of recommended battery suppliers could open the world's largest battery market for electric vehicles. South Korean battery makers LG Chemical and Samsung SDI have increased their investment in China because of expectations that China will gradually change its battery management policy.
