On June 28, the Beijing Municipal Bureau of Ecological Environment, the Market Supervision Administration, and the Public Security and Traffic Administration jointly issued the Circular on Beijing's early implementation of the National VI vehicle emission standards, confirming that Beijing will formally implement the national 6b emission standards for heavy gas vehicles, public transportation and sanitation heavy diesel vehicles from July 1, 2020, while light gasoline vehicles and heavy diesel vehicles are scheduled to implement the national 6b emission standards from January 1, 2020.

The implementation targets will be new cars sold in Beijing and motor vehicles that apply for licenses for the first time from July 1 or January 1, 2020.

It is understood that the limit of the national 6b standard for light vehicles is 40% more stringent than the national five standard; the actual road emission control requirements have been increased; the evaporative emission control requirements are more stringent, and the emission limits have been reduced by 65%. It is necessary to install a vehicle refueling oil and gas recovery system (ORVR) to control the oil and gas emissions in the refueling process. At the same time, the requirement of emission warranty period was increased, the limits of carbon monoxide (CO) and hydrocarbon (HC) in low temperature emission test were tightened, and strict vehicle diagnosis system (OBD) control requirements were introduced.

In addition, Beijing implements the management principle of "new standards for new cars and old standards for old cars". The scope of this implementation of the new standards is for new cars sold in Beijing and motor vehicles that apply for licenses in Beijing for the first time, and for in-use vehicles that have obtained vehicle licenses in Beijing, it is not subject to the restrictions of the implementation of the new standards, but it is still necessary to meet the requirements of the original vehicle emission standards.
