In order to strengthen the prevention and control of motor vehicle exhaust pollution, further improve the ambient air quality of our province, and ensure the health of the people According to the Law of the people's Republic of China on the Prevention and Control of Air pollution, the regulations of Guangdong Province on the Prevention and Control of Air pollution, the Circular of the State Council on issuing a three-year Action Plan for winning the Blue Sky Defense War (Guofa (2018) No. 22) and the Guangdong Provincial people's Government on the issuance of the Guangdong Provincial implementation Plan for winning the Blue Sky Defense War (2018-2020) relevant requirements (Yuefu (2018) No. 128) Our province has decided to implement the "limits and Measurement methods of Pollutant Emission from Light vehicles (Phase VI of China)" (GB18352.6-2016) (hereinafter referred to as the National sixth Emission Standard). The relevant matters are hereby announced as follows:

I. those who sell light vehicles or go through registration, change registration or transfer registration in our province from July 1, 2019 shall be carried out in accordance with the following provisions

(1) the new light vehicles sold and registered in our province shall meet the requirements of the sixth national emission standard. Among them, the Ⅰ type test (the exhaust pollutant emission test after cold start at room temperature) should meet the national 6b limit, and the PN (number of particles) limit should implement the transition limit of gasoline vehicles before July 1, 2023, that is, the 6 × 1012 / km; Ⅱ test (actual driving pollutant emission test) will only monitor and report the results before July 1, 2023.

(2) Light vehicles in use that move to cities at or above the prefecture level in the Pearl River Delta region shall meet the requirements of the sixth national emission standard.

(3) for light vehicles in use that have been moved to cities at the prefecture level in the non-Pearl River Delta region, if they meet the emission standards of vehicles in use in the places where they are moved, they may go through change registration or transfer registration. The relevant vehicles required or encouraged by the state to be eliminated shall not move in across provinces or cities at or above the prefectural level.

(4) before June 30, 2023, light vehicles using national five emission standards in the Pearl River Delta region can be relocated to each other.

2. Registration, change registration or transfer registration may be carried out before September 30, 2019 if one of the following circumstances is met.

(1) the new light vehicles of the five-year emission standard that have been sold and issued a unified invoice for motor vehicle sales before June 30, 2019.

(B) State five emission standard light vehicles which have completed the transfer registration procedures overseas before June 30, 2019 and intend to move into the Pearl River Delta region.

(3) the date marked in the automobile product qualification certificate of the automobile dealer in our province or the date of completing the import formalities indicated in the Import Certificate of imported cars is the new light vehicle of the national five-year emission standard before June 30, 2019.

III. Relevant requirements

(1) Automobile sales enterprises shall, in accordance with the requirements of this circular, organize and arrange sales plans, clearly state the relevant contents of this circular at the place of business, and perform the obligation to inform car buyers of the relevant provisions of this circular, and give a written prompt when signing a purchase and sales contract with the car buyer. The ecological environment and market supervision and management departments should strengthen the supervision and inspection of the new car sales market.

(2) Automobile product oil supply enterprises and self-provided vehicle fuel enterprises shall ensure the quality of Ⅵ vehicle fuel of the supplier country on time in accordance with the requirements of the Circular of Guangdong Provincial people's Government on the Comprehensive Promotion of Ⅵ vehicle fuel in the country of use (Yue Fu letter (2018) No. 218). The market supervision and administration departments should strengthen the supervision and inspection of the quality of automotive oil products.

(3) for light vehicles that do not meet the requirements of this circular, the traffic administration department of the public security organ shall not go through the registration formalities according to law.

IV. Other matters

(1) Shenzhen Municipality shall comply with the requirements of the relevant circulars issued by the city.

(2) the emission standard information of the new light vehicle can check the list of the environmental protection information of the vehicle, and log on to the Motor vehicle Environmental Protection Network (http://www.vecc-mep.org.cn) to inquire and verify.

(3) the term "light vehicles" as mentioned in this circular refers to M1, M2 and N1 vehicles whose maximum total design mass does not exceed 3500kg.

(4) this circular shall enter into force as of July 1, 2019 and shall be valid for 5 years.
