Hainan has no restrictions on the purchase of new energy vehicles. On June 29, the Hainan Provincial Public Security Bureau issued a notice that in order to actively promote the development of new energy vehicles, from July 1 to the end of next year, Hainan Province fully liberalized the application for the increment index of new energy minibuses, and the number was not limited.

The Hainan Provincial Public Security Bureau issued the Circular on the full liberalization of the eligibility conditions and quantity of New Energy minibuses from 2019 to 2020.

In order to implement the spirit of the document of the National Development and Reform Commission, the Ministry of Ecology and Environment and the Ministry of Commerce and the requirements of the Hainan Provincial Action Plan for the Promotion of Clean Energy vehicles in 280003, actively promote the development of new energy vehicles, enhance the vitality of market consumption, and reasonably meet the car purchase needs of the masses and enterprises, with the consent of the provincial government, the circular on matters related to the application for the incremental index of new energy minibuses (for the record and registration QSF-2019-2019) is as follows:

During the period from July 1, 2019 to December 31, 2020, the province fully liberalized the application qualification and quantity of new energy minibus increment index. The qualification conditions and quantity of units and individuals applying for the increment index of new energy minibuses are not limited by the Hainan Provincial measures for the Regulation and Control of the number of minibuses (for trial implementation). They can apply for the increment index of new energy minibuses as needed.

Second, units and individuals can apply for the increment index of new energy minibuses through Hainan Provincial minibus ownership Control Management Information system (www.hnjdctk.gov.cn) or at the local regulation and control service window.
