The Ministry of Industry and Information Technology, the Ministry of Commerce, the General Administration of Customs and the General Administration of Market Supervision announced the average fuel consumption and new energy vehicle points of Chinese passenger car enterprises in 2018, and publicized the "double points" of 141 car companies. A total of 75 car companies failed to reach the standard, accounting for 53.19% of the industry as a whole, of which SAIC GM Wuling ranked bottom with 354597 negative points.

The announcement shows that a total of 23.1391 million passenger vehicles are produced by 141passenger car enterprises in China, with an average vehicle mass of 1456 kg, an average fuel consumption of 5.8L/100 km, a positive score of 9.9299 million points, a negative score of 295.13 million and a positive score of 4.0353 million points for new energy vehicles.

The top 10 enterprises with positive points for average fuel consumption in 2018 are: Shanghai Automobile Group Co., Ltd., BYD Automobile Co., Ltd., BYD Automotive Industry Co., Ltd., Chery Automobile Co., Ltd., Anhui Jianghuai Automobile Group Co., Ltd., Zhejiang Haoqing Automobile Manufacturing Co., Ltd., Beijing Automobile Co., Ltd., brilliance BMW Co., Ltd., Zhejiang Geely Automobile Co., Ltd., Chongqing Changan Automobile Co., Ltd.

The top 10 companies with negative points for average fuel consumption in 2018 are SAIC General Motors Co., Ltd., Dongfeng Automobile Co., Ltd., SAIC General Motors Co., Ltd., Beijing Hyundai Motor Co., Ltd., Changan Ford Motor Co., Ltd., SAIC GM Dongyue Automobile Co., Ltd., Guangzhou Auto Fiat Chrysler Automobile Co., Ltd., SAIC GM (Shenyang) Beisheng Automobile Co., Ltd., Sichuan FAW Toyota Motor Co., Ltd., Guangzhou Auto Mitsubishi Automobile Co., Ltd. Among them, SAIC GM Wuling has as many as 354597 negative integrals, followed by Dongfeng Motor with 264191 negative integrals and SAIC GM with 209033 negative integrals.

In 2018, all five SAIC GM companies ranked among the bottom dozens of companies in terms of average fuel consumption points, and four of them ranked dozens lower in terms of average fuel consumption points.

Previously, the data Resource Center of the China Automotive Technology Research Center has studied the integral value and transaction price in conjunction with industry institutions and more than 50 enterprises, and determined that the integral transaction price from 2016 to 2017 may be about 1500 yuan per minute. According to this standard, many joint ventures, including SAIC GM Wuling, are under great pressure.

In addition, according to the provisions of the "double points Management measures", before the passenger car enterprises return to zero with their negative points, the new products whose fuel consumption does not reach the target value of the "passenger vehicle fuel consumption Evaluation method and Index" model fuel consumption shall not be included in the "Road Motor vehicle production Enterprise and Product announcement" or will not be issued a compulsory product certification certificate, and may be punished in accordance with the relevant provisions. In other words, models with negative points that are not compensated to zero will not be able to get a birth permit.

With regard to the "double points" policy, Zhong Shi, an automotive industry analyst, said in an interview with reporters that its purpose is to promote traditional car companies to increase the proportion of new energy vehicles, followed by encouraging the upgrading of engine technology of fuel vehicles. As the latter's improvement level costs a lot of money and is not effective, in order to meet the "double points" policy, car companies have more motivation to develop new energy vehicles.
