According to a bulletin issued by the Yongcheng Public Security Bureau on July 4, 2019, around 22:42, Tan (female, 23 years old) was drunk (blood alcohol content 167.66mg/100ml) driving a Yu NE × × 55 off-road vehicle to the Dixie Lane section of Dongcheng District, Yongcheng City, successively scratching with a number of small cars parked on the side of the road and running normally, and then ran away at the intersection of East Ring Road and Yongxing Street. The rear-end collision of the Yu N0 × × 2L small car waiting for the green light with Wang caused the Yu N0 × × 2L vehicle to burn, resulting in two deaths, one injury and three injuries in the car that caused the accident. After testing, Tan blood alcohol content 167.66mg/100ml. According to relevant regulations, drivers whose blood alcohol content is greater than or equal to 80mg/100mL is considered drunk driving.

On July 4, public security organs took criminal compulsory measures against Tan, Zhang and Liu on suspicion of endangering public security.
