At present, Changsha has formulated relevant policies to directly subsidize car buyers. It is reported that the policy will be announced soon.

Earlier, a document titled "some measures for Changsha to promote the upgrading of Automobile Market consumption (2019mur2020)" said: a subsidy of automobile purchase tax will be implemented for local residents who purchase locally produced household fuel passenger cars and are licensed in Changsha. The purchase tax will be given a 70% subsidy, with a maximum subsidy of 20,000 yuan per car, and each resident will be limited to one time (no transfer of ownership within one year).

And encourage mortgage purchase of cars, for local residents or units to buy their own real estate, new energy passenger cars and other vehicles, an one-time loan discount of 10% of the purchase price, and the upper limit of subsidy for each car does not exceed 20,000 yuan.

Among the circulated pictures are two documents, one entitled "notice on issuing the implementation Plan for promoting the Renewal and upgrading of key Consumer goods (20119-2020)", signed by the National Development and Reform Commission, the Ministry of Ecology and Environment and the Ministry of Commerce, and the date of registration is June 3, 2019. Another document is entitled "some measures to promote the upgrading of Automobile Market consumption in Changsha (2019 / 2020)"

However, for these two notices, some media revealed from insiders: "there is no official notification from the National Development and Reform Commission at present."

But another insider revealed that a small number of Changsha mainframe factories and dealers had received the news on July 3. And the sales of the car market in 2018 is not very optimistic, so the credibility of the new auto policy in Changsha is still relatively high.

On this matter, industry insiders said that if this policy can be implemented, it will be good for mainframe factories located in Changsha, such as BYD, Guangzhou Auto Fick, SAIC Volkswagen, Guangzhou Automobile Mitsubishi and other brands.

Although the preferential policy of purchase tax is good for consumers, automobile enterprises and even the auto market as a whole, in the long run, it is the real state of the healthy development of the market that it does not rely on short-term stimulus to overdraft "false" prosperity.
