Anhui Jianghuai Automobile Group Co., Ltd. received a decision on administrative penalty from the Beijing Municipal Bureau of Ecological Environment and was fined 170 million yuan for emissions fraud. Jianghuai Motor has confirmed this.

According to the penalty letter, the Beijing Municipal Bureau of Ecological Environment conducted a spot check on the environmental protection consistency of new cars on Jianghuai HFC5043XXYP71K1C2V models produced and sold by Jianghuai Automobile on April 9, 2018. The inspection report shows that the functional test of the on-board diagnosis system (referred to as OBD system) in the test results of the three new vehicles with identification codes of LJ11KBBD0H8029128, LJ11KBBD6H8029103 and LJ11KBBD0H8029159 respectively does not meet the technical requirements of vehicle compression ignition engine, gas fuel spark ignition engine and vehicle on-board diagnosis (OBD) system (HJ4372008) standard, and belongs to motor vehicle manufacturers to refine the pollution control devices. Earlier, Jianghuai Motor issued a clarification notice on May 10 in response to suspected emissions fraud, saying that more than 700 emission trucks were sold in the Beijing market.

Jianghuai Automobile said in its announcement that the Beijing Municipal Bureau of Ecological Environment conducted a spot check on the environmental consistency of the company's new cars in April last year and found in July of the same year that there were suspected problems with the company's three Jing five state truck products.

The Beijing Municipal Bureau of Ecological Environment issued a notice on May 5 that Jianghuai Automobile was suspected of faking motor vehicle pollution control devices and passing off as qualified products for emission inspection, which would be severely punished and planned to hold a hearing on the case. Jianghuai Motor applied for an extension of the hearing, and finally the hearing of the case was postponed to May 16.

Jianghuai also said that the company is working with relevant engine suppliers to conduct in-depth technical research to analyze the causes of possible problems, and is also actively cooperating with the Beijing Municipal Bureau of Ecological Environment to prepare for the hearing. Given that the hearing has not yet been recalled, the impact on the company is uncertain.

Therefore, the Beijing Municipal Bureau of Ecology and Environment decided to order Jianghuai Motor to stop production and rectify the illegal act of impersonating qualified emission inspection products for factory sale of inferior pollution control devices, confiscate this illegal income, and impose a fine of twice the value of the goods, totaling 170 million yuan.

Jianghuai Motor Company sold 31756 vehicles in June, up 11.47 percent from a year earlier, of which 9842 pure electric passenger cars were sold, up 429 percent from a year earlier. From January to June, the company's cumulative car sales were 235200, down 6.78% from a year earlier, of which pure electric passenger car sales were 39065, up 95% from a year earlier.
