In accordance with the Law of the people's Republic of China on the Prevention and Control of Air pollution, Circular of the State Council on Printing and issuing the three-year Action Plan for winning the Blue Sky Defense War (Guofa (2018) No. 22) and the Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Industry and Information Technology and other 11 ministries and commissions on the issuance of the "Diesel truck pollution Control Action Plan" (Ring atmosphere (2018) 179) relevant requirements The matters related to the implementation of the sixth stage motor vehicle emission standards in our province are hereby announced as follows:

First, in strict accordance with the requirements of the state, sub-regional, sub-model, step-by-step implementation

Heavy-duty gas vehicles: since July 1, 2019, all heavy-duty gas vehicles produced, imported, sold and registered in the province shall meet the requirements of stage 6a of the "Pollutant Emission limits and Measurement methods for heavy Diesel vehicles (China Phase VI)" (GB 17691Mir 2018).

Heavy diesel vehicles: from the date of implementation of this circular, heavy diesel vehicles (including only urban vehicles such as public transportation, postal services and sanitation) registered in Sichuan Province of Chengdu and Chongqing shall meet the requirements of the stage 6a standard of Pollutant Emission limits and Measurement methods for heavy Diesel vehicles (Phase VI of China) (GB 17691Mak 2018).

Light vehicles: from the date of implementation of this circular, light gasoline vehicles registered in Sichuan Province in Chengdu and Chongqing shall meet the requirements of stage 6a of the "limits and Measurement methods of Pollutant Emission of Light vehicles (Phase VI in China)" (GB 18352.6); from July 1, 2020, all light vehicles sold and registered in the province shall meet the requirements of stage 6a.

The implementation time of the national six emission standards for other vehicles shall be in accordance with the provisions of the limits and Measurement methods of Pollutant Emission from Light vehicles (Phase VI of China) (GB 18352.6) and the limits and Measurement methods of Pollutant Emission from heavy Diesel vehicles (Phase VI of China) (GB 17691 / Mak 2018).

II. The Regional scope of Sichuan Province in Chengdu-Chongqing area

Including: Chengdu, Zigong City, Luzhou City, Deyang City, Mianyang City, Suining City, Neijiang City, Leshan City, Nanchong City, Yibin City, Guang'an City, Dazhou City, Ya'an City, Meishan City and Ziyang City.

3. The local public security and traffic administrative departments shall not apply for registration of motor vehicles that do not meet the emission standards prescribed in this circular; if they meet any of the following circumstances, they may apply for registration before December 31, 2019:

(1) the state five emission standard light gasoline vehicles that have been sold and issued a unified invoice for motor vehicle sales prior to the date of implementation of this circular.

(2) the date of issuance of the automobile product qualification certificate in the inventory of the dealers in our province or the customs issuance date indicated in the Import Certificate of imported vehicles shall be the state five emission standard light gasoline vehicles before the implementation of this circular.

IV. Other matters

(1) Motor vehicle production, import and sales enterprises shall organize reasonable production and marketing plans in advance, take the initiative to inform the car buyers of the relevant provisions of this circular, and give a reminder when signing a purchase and sales contract with the car buyers.

(2) the light vehicles referred to in this circular refer to Class M1, Class M2 and Class N1 vehicles with a maximum total mass not exceeding 3500kg, and heavy vehicles refer to Class M, Class N2 and Class N3 vehicles with a maximum total mass greater than 3500kg.

(3) car buyers can inquire about the emission standards of their vehicles through the vehicle environmental protection information list or the Motor vehicle Environmental Protection Network (www.vecc.org.cn).

This circular shall enter into force seven days after the date of promulgation.
