This month, Guangzhou plans to allocate a total of 17833 increment indicators for small and medium-sized buses, of which: 5000 ordinary car increment indicators and 4500 individual indicators are allocated to units and individuals by lottery. By way of bidding, units and individuals are allocated 6104 ordinary car increment indicators and 5422 individual indicators. This month Guangzhou small and medium-sized bus increment index bidding and lottery will be held on July 25 and 26 respectively.

According to the measures for the Control and Administration of the Total quantity of small and medium-sized passenger cars in Guangzhou (Suifu Office (2018) No. 11) and the Circular of Guangzhou Municipal Bureau of Transportation on increasing the allocation quota of incremental indicators for small and medium-sized buses (Guangzhou Jiaoyun (2019) No. 209), the number of incremental index allocation for small and medium-sized buses in Guangzhou in July 2019 is hereby announced as follows:

First, a total of 17833 incremental indicators for small and medium-sized buses are to be installed in July 2019. Where:

(1) 6729 increment indicators of energy-efficient vehicles are allocated to units and individuals by lottery, including 650 unit indicators and 6079 individual indicators (including 229 units of energy-efficient vehicles that have not been successfully configured in June 2019 into the allocation of individual energy-efficient vehicles this month)

(2) to allocate 5000 ordinary vehicle increment indicators to units and individuals by lottery, including 4500 unit indicators and 4500 individual indicators.

(3) 6104 increment indicators of ordinary cars are allocated to units and individuals by competitive bidding, of which 682 unit indicators (including 5422 unsuccessfully allocated unit bidding indicators in June 2019 are included in this month's allocation) and 5422 individual indicators (including 472 individual bidding indicators unsuccessfully allocated in June 2019 are included in this month's allocation).

II. Applications for incremental target configuration of small and medium-sized buses in July 2019 will be accepted at 24:00 on July 8, and the applicant data will be sent to public security (household administration, entry and exit, traffic police), taxation, medical security, market supervision and management and other relevant departments for qualification examination. The qualification results can be inquired through the Guangzhou medium and small bus Index Control system website (https://jtzl.gzjt.gov.cn) or at the external office window where the application was submitted after July 23. Applications for incremental indicators that have passed the qualification examination can enter the incremental indicator lottery or bidding in July according to the application method chosen by the applicant.

Third, the incremental bidding and lottery for small and medium-sized buses in July 2019 will be held on July 25 and 26 respectively. Please pay attention to the relevant information of Guangzhou small and medium bus Index Control system website (https://jtzl.gzjt.gov.cn) and bidding system website (http://www.gzqcjj.com) in time.

In order to ensure the fair, transparent and sunny operation of the incremental index lottery for small and medium-sized buses, the Guangzhou Municipal small and medium-sized bus Index Regulation and Management Office openly invited deputies to the National people's Congress, members of the Chinese people's political Consultative Conference, or qualified lottery applicants to supervise the lottery process on July 26. Those who wish to participate in the on-site supervision of lottery can call the service hotline 96900 or 02086010832 during the working day from July 9 to 22, 2019. NPC deputies or CPPCC members are required to provide their personal name, representative (member) certificate number and contact telephone number; lottery applicants are required to provide their personal name, contact number and application code. Five supervisory representatives are allowed to participate in each phase of the lottery site.
