In the proposal to promote the comprehensive and balanced development of hydrogen fuel cell vehicles, Wang Fengying said:
At present, the progress of hydrogen energy infrastructure construction, especially the construction of hydrogen filling stations in China is very slow, which has seriously affected the development of domestic fuel cell vehicles.
Therefore, hydrogen fuel cell vehicle is an important development direction of new energy vehicles and an important factor for the sustainable and healthy development of new energy vehicles in China. She called on China to urgently strengthen the construction and development of hydrogen energy infrastructure, especially hydrogen refueling stations, and straighten out the entire ecological chain of hydrogen fuel cell vehicle industry, so as to promote the healthy and rapid development of China's hydrogen fuel cell vehicle industry. Representative Wang Fengying suggested:
First, change the subsidy form of the hydrogenation station, increase the subsidy intensity, avoid the hydrogenation station becoming the local government image project, "build but not use".
Second, formulate relevant policies to focus on the key core technologies of hydrogen fuel cells for vehicles, as well as the research and development of core technologies such as hydrogen production, hydrogen storage, hydrogenation and so on.
Third, refine the technical standards of hydrogen energy and introduce relevant policies, clarify the relevant systems for the supervision of the construction and operation of hydrogen filling stations, and suggest that the hydrogen filling stations should be managed with reference to the management mode of natural gas filling stations.
Fourth, strengthen the top-level design, unified planning of the national hydrogenation infrastructure, and reduce the difficulty of examination and approval.
Fifth, integrate high-quality resources, encourage multi-party cooperation, set up a "national team" for the construction and operation of hydrogenation stations, uniformly plan the infrastructure construction of China's hydrogen fuel cell vehicles, and form a strategic layout with international competitive advantages. promote the all-round development of the upstream and downstream industrial chain of the hydrogen energy industry.
