Second, light logistics vehicles (including postal services and urban logistics and distribution) and timeshare rental vehicles in the field of social operation have been added and replaced 100% using new energy vehicles since the date of planning and release. Urban sanitation, tourist passenger transport, urban and rural lines and other fields, according to the current vehicle clean energy proportion and related vehicle technology maturity, a reasonable renewal ratio has been established. Vehicles in the above areas will fully realize clean energy around 2025.
Third, in the field of private use, through the implementation of strict regulation and control of the total number of minibuses, restraint and guidance, and promoting the two-way clean energy of incremental and stock vehicles, 100% of new energy vehicles will be added and replaced in the private sector of the island by 2030.
The implementation of the "Plan" means that Hainan Province has only 12 years at most for pure internal combustion engine-driven cars, and since then only new energy vehicles have been sold in the automobile industry.
