According to Reuters, Munich's second procuratorate believes that former Audi CEO Steed is guilty of fraud and other crimes and continues to sell cars that manipulate and cheat after the "diesel gate" scandal, so investigators hope to sue Steed in early summer 2019, but not only Steed will defend himself in court. In June last year, German prosecutors ordered Steed's arrest to prevent him from interfering with the Procuratorate's investigation into the "diesel gate" incident. Steed, who has been in custody since then, is the highest-ranking VW executive arrested for cheating in diesel emissions tests.

According to a statement issued by prosecutors in Munich, prosecutors accused Stead of knowing that the company had tampered with vehicle emissions data before 2015, but did not take any action for fear of affecting Audi and Volkswagen sales.

In September 2015, Volkswagen admitted that its diesel models were equipped with illegal shutdown software to meet US emission standards, triggering the biggest crisis of confidence in the company's history and intensifying regulation across the auto industry.

Two months later, Audi, a luxury brand owned by Volkswagen, was finally doomed, admitting that its 3.0L V6 engine model was equipped with a device deemed illegal by the US to allow cars to circumvent emission restrictions.

Munich prosecutors tried to unravel the root causes of the emissions scandal and turned their attention to Steed. In the years that followed, Audi cars were recalled repeatedly for emissions problems, including those with Porsche-made engines.

Steed became Audi's global CEO in 2007 and renewed his contract in July 2017 for another five years until 2022. But shortly after Steed was arrested, Audi Global appointed short, the global head of sales and marketing, to the position of CEO.

In April, German prosecutors charged former Volkswagen Group CEO Winterkorn and four others with fraud and other crimes related to the diesel emissions incident many years ago.

More investigations by German prosecutors into the Volkswagen "diesel door" emissions scandal are still under way, including market manipulation by Volkswagen CEO Deiss, chairman Hans Dieter Potts and Winterkorn. These executives were accused of being too late to inform the market of the diesel incident and its impact.

According to statistics, so far, Volkswagen has lost about 30 billion euros due to the "diesel throttle" scandal. Volkswagen said it was impossible to expect such huge consequences from these disclosures.
