The Ministry of Industry and Information Technology issued a reply to Recommendation No.8745 of the Second Session of the 13th National People's Congress, specifically on promoting the industrialization development of fuel cell vehicles, and a reply to four suggestions on implementing hydrogen refueling station planning, increasing investment in technology research and development, establishing and perfecting standard process system in fuel cell field, and carrying out market-oriented demonstration operation.

The Ministry of Industry and Information Technology replied in full:

I. Suggestions on implementing the planning of hydrogen refueling stations and gradually accelerating the layout and network construction of hydrogen refueling stations from point to area through various forms of subsidies

In March 2019, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology and the Development and Reform Commission jointly issued the Notice on Further Improving the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles, proposing that local governments should improve policies and no longer grant purchase subsidies to new energy vehicles (except new energy buses and fuel cell vehicles) after the transition period, but instead use them to support the construction of charging (hydrogenation) infrastructure "short board" and supporting operation services.

In the next step, our Ministry will continue to give full play to the role of the inter-ministerial joint meeting on energy conservation and new energy automobile industry development, and strengthen the coordination and convergence of inter-departmental policies and measures. Actively cooperate with relevant departments to promote the planning and construction of hydrogen refueling stations, improve preferential fiscal and tax policies, and encourage local preferential policies to shift to supporting charging (hydrogenation) infrastructure construction and supporting operation services.

II. Suggestions on Further Increasing Investment in Technology R & D

In 2012, our Ministry, together with the Ministry of Finance and the Ministry of Science and Technology, organized the implementation of the technological innovation project for the new energy automobile industry, adopting the innovative mode of joint development of parts and components of the whole vehicle, focusing on supporting the brand-new design and development of new energy vehicles (including fuel cell vehicles) and key parts such as power batteries. In October 2016, our Ministry guided the China Society of Automotive Engineering to issue the Technical Roadmap for Energy-saving and New Energy Vehicles, providing a path guide for the coordinated development of fuel cell vehicles, fuel cell key technologies and hydrogen infrastructure in China. In 2017, our Ministry, together with the Development and Reform Commission and the Ministry of Science and Technology, issued the Medium-and Long-term Development Plan for the Automobile Industry, clearly proposing to strengthen the technical breakthrough of the whole industry chain of fuel cell vehicles. In March 2018, China Automotive Power Cell Industry Innovation Alliance established Fuel Cell Branch, which consists of more than 30 units such as enterprises, testing institutions, universities and commercialization promotion centers in relevant fields of fuel cell automobile industry, focusing on key common technologies to jointly tackle key problems and promote the application of fuel cell vehicles.

In the next step, our Ministry will actively cooperate with relevant departments to solve the industrialization and commercialization problems of hydrogen fuel cell vehicles and accelerate the R & D and industrialization of key technologies for fuel vehicles.

III. Suggestions on establishing and perfecting the standard process system in the field of fuel cells

Hydrogen fuel cell vehicle involves many aspects such as production, processing, transportation and storage of hydrogen products. As vehicle energy, it also needs hydrogenation facilities such as hydrogenation station and hydrogenation machine. For hydrogen fuel cell vehicle products, it involves hydrogen fuel cell stack and hydrogen fuel cell engine, as well as supporting gas cylinders, pipelines, valve bodies, compressors and other components. In addition, the operation of hydrogen fuel cell vehicles also requires the matching of vehicle dynamics, economy and other parameters, as well as meeting the requirements of electric vehicles in terms of basic universality and safety. Therefore, the standardization field of hydrogen fuel cell vehicle technology mainly includes automobile, fuel cell, hydrogen energy and gas cylinder.

Up to now, China has issued 15 national standards for fuel cell electric vehicles, 1 industry standard and more than 10 standards under development, covering the safety requirements for fuel cell electric vehicles and the requirements for on-board hydrogen system, fuel cell stack, hydrogenation port, hydrogenation gun and other components, initially forming a standard support system for fuel cell electric vehicles.

In the next step, in the field of hydrogen fuel cell vehicles, our Ministry will organize the Automobile Standards Committee to complete the technical review of the qualification test procedures and standards for fuel cell electric vehicles, strengthen the test verification of standards such as low temperature starting performance, energy consumption and driving mileage test methods, accelerate the preparation and revision of standards such as on-board hydrogen system, hydrogenation port, hydrogenation gun and hydrogenation communication protocol, and carry out the pre-research work of safety standards for fuel cell electric vehicles after collision.

IV. Suggestions on carrying out market-oriented demonstration operation

In recent years, remarkable achievements have been made in the development of hydrogen fuel cell automobile industry in China. A batch of fuel cell system and stack enterprises have developed rapidly, such as remodeling and Yihuatong, etc., and automobile enterprises such as SAIC Group, Yutong Bus and Beiqi Foton have also developed and launched their own complete vehicle products. At present, more than 2000 fuel cell vehicles have been promoted and applied in China, 27 hydrogen refueling stations have been put into operation, and small-scale demonstration applications have been carried out in Anting, Shanghai, Yongfeng, Foshan, Guangdong and other places.

In the next step, our Ministry will continue to give full play to the role of the inter-ministerial joint meeting on energy conservation and new energy automobile industry development, cooperate with the Ministry of Finance and other departments to study and formulate policies and measures for demonstration operation in areas with good economic foundation and high local enthusiasm, and open up the industrial chain and hydrogen supply chain.
