According to the report, documents from Brunswick and the Munich district attorney's office show that automakers have cooperated on diesel emissions, and BMW and Daimler have reached an agreement not to disclose details of the cooperation to the authorities. But in 2014, Daimler submitted a report to the European Commission, and Volkswagen did so two years later.

The European Commission and Daimler declined to comment. BMW and Volkswagen declined to comment. Volkswagen said the group and its brands had fully cooperated with the European Commission and that the move would continue.

The European Commission is particularly concerned about whether BMW, Daimler and Volkswagen manufacturers colluded to limit the development and launch of selective catalytic reduction systems and Otto particulate filters. Selective catalytic reduction system can reduce NOx emissions from diesel vehicles, so as to less pollute the air environment, while Otto particulate filter can reduce particulate emissions from gasoline vehicles and effectively reduce the concentration of PM2.5.
