During this period, the relevant departments plan to introduce new policies to stimulate automobile consumption, but at present the effect is very little, the cold winter of the automobile industry will continue for a period of time.

In 2018, China's automobile market experienced negative growth for the first time in 28 years, and the downward trend in 2019 has not been improved. Statistics from the China Association of Automobile Manufacturers show that China's automobile production and sales are still showing a double-digit decline since the beginning of this year. From January to July, automobile production and sales completed 13.933 million and 14.132 million respectively, down 13.5% and 11.4% respectively over the same period last year.

Although the effective new policies to rescue the market have not yet been introduced, the implementation opinions of the relevant programs are already very obvious.

Today, the General Office of the State Council triggered the "opinions on speeding up the Development of Circulation and promoting Commercial consumption", of which the tenth proposal is "release the potential of automobile consumption".

The specific opinions are: the areas where car purchase restrictions are implemented should, in the light of the actual situation, explore specific measures to gradually relax or abolish the purchase restrictions; where conditions permit, they should actively support the purchase of new energy vehicles; promote the circulation of second-hand cars; further implement the policy of comprehensively abolishing restrictions on the relocation of second-hand cars; and the key areas for the prevention and control of air pollution should allow second-hand cars that meet the emission standards for in-use vehicles to be traded and circulated in their own provinces (cities).

In particular, the idea of "relaxing or abolishing purchase restrictions" is undoubtedly a great benefit to urban consumers who implement purchase restrictions in the first and second lines. However, what is more important is how the specific implementation plan will be implemented in various localities.

In fact, in June this year, the National Development and Reform Commission, the Ministry of Commerce, and the Ministry of Ecology and Environment issued relevant implementation plans, requiring all localities to strictly prohibit the introduction of new car purchase restrictions. local governments that have implemented car purchase restrictions should accelerate the shift from restricted purchase to guided use according to the effect of urban traffic congestion, pollution control, and traffic demand control. In addition, all localities shall not impose traffic restrictions or purchase restrictions on new energy vehicles, and those that have already been implemented shall be abolished.

The gradual relaxation and abolition of purchase restrictions, coupled with policy support for purchase, may be able to further release the suppressed purchasing power and promote car consumption.

Take Beijing as an example. According to the audit, as of 24:00 on August 8, 2019, there were 3317404 valid codes for ordinary minibuses in Beijing and 442411 for new energy minibuses. Among them, according to the quota of Beijing's new energy target, new applicants may wait for nine years to obtain the target.

However, once the purchase restrictions are relaxed, the traffic congestion, the difficulty of parking and the cost of using cars in the city are also important factors that further restrict consumers from buying new cars.
