The "opinion" proposes that it is allowed to explore the establishment of places for the rectification and reform of the standards of parallel imported cars. Under the premise of controllable risks and compliance with the law, the relevant provinces and cities that have carried out parallel automobile import are allowed to set up standard-compliant rectification places in the special areas under customs supervision, and the basic procedures for the establishment of rectification sites and the scope of rectification projects are clearly defined. facilitate enterprises to carry out rectification business, reduce enterprise operating costs, and require the relevant areas to effectively strengthen the supervision of rectification sites.
The "opinion" proposes to promote the regularization and institutionalization of parallel automobile import. In order to implement the requirements of the State Council to promote the reform of "release, management and service" and comprehensively expand the effectiveness of the pilot project, if the annual import quantity of complete vehicles at the automobile import ports approved by the State Council reaches 1000 vehicles, after submitting the relevant work plan, implement the relevant policies on parallel import of cars, and realize the regularization and institutionalization of parallel import of vehicles.
At the same time, the "opinion" calls for further improving the level of facilitation of parallel import trade, strengthening the quality control of parallel imported automobile products, standardizing the registration management of parallel imported vehicles, strengthening the supervision and management of pilot enterprises, and earnestly strengthening organization and implementation.
According to the relevant deployment requirements of the State Council, since October 2014, the Ministry of Commerce, together with relevant departments, has carried out pilot projects for parallel import of cars in some areas. Over the past five years, the scope of the pilot has been gradually expanded, relevant policies and measures have been continuously improved, and the pilot work has achieved positive results, resulting in a number of replicable promotion experiences, effectively meeting diversified and multi-level consumption needs. By the end of July 2019, pilot enterprises in various localities had accumulated 418000 parallel imported cars. Excluding the factor of tax reduction, the prices of most medium and high-end models have dropped by more than 15%, some by more than 30%, more than 200 parallel imported models, and more than 50 models that are not available in China.
In the next step, the Ministry of Commerce, together with relevant departments, will guide relevant regions to implement the opinions and relevant policies and measures to promote the continuous and standardized development of parallel automobile imports.
